Rigell Votes To Protect the Chesapeake Bay

Washington, D.C. – Citing concerns about the bill’s potential impact on efforts to preserve and restore the Chesapeake Bay, today Congressman Scott Rigell (VA-2) voted against H.R. 3409, the Stop the War on Coal Act, a compilation bill that included four pieces of energy legislation that the House had already voted on. Three of those bills Rigell had previously voted for; one of the bills he had voted against.

“I am in full support of sound legislation that advances an all-of-the-above energy strategy and leverages the complete set of resources right here in America in an environmentally-responsible way,” Rigell said. “I voted against today’s bill because I share the concerns that some experts have raised that one of the embedded parts of the bill could prevent the progress I am committed to seeing in preserving and protecting the Chesapeake Bay.”

Rigell had already voted in favor of three of those bills because each one advances, in an environmentally-responsible way, an all-of-the-above energy strategy. However, Rigell had voted against H.R. 2018, which would eliminate the role of the Environmental Protection Agency (EPA) in Bay restoration and clean up.

Rigell continued: “We have a moral obligation to leave our children and grandchildren with clean air, water, and soil. We must also leave them with a country that is energy independent, enjoys a robust economy, and is debt-free. These ideals are not mutually exclusive, and I am committed to pursuing legislation that ensures we achieve all of these goals.”

List of Prior Bills Incorporated into H.R. 3409, the ‘Stop the War on Coal Act’ and Rigell’s Vote Record on Those Bills:

  • Energy Tax Prevention Act of 2011 (H.R. 910) – Approved by the House on April 7, 2011, by a vote of 255-172. Rigell voted YES
  • Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011 (H.R. 2401) – Approved by the House on September 23, 2011, by a vote of 249-169. Rigell voted YES
  • Coal Residuals Reuse and Management Act (H.R. 2273) – Approved by the House on October 14, 2011, by a vote of 267-144. Rigell voted YES
  • Clean Water Cooperative Federalism Act of 2011 (H.R. 2018) – Approved by the House on July 13, 2011, by a vote of 239-184. Rigell voted NO
