Maj. Gen. Edward W. Tonini, the Kentucky adjutant general, speaks about the sacrifice of the late Capt. Merlin R. "Bob" Kehrer, a former Kentucky Air Guard pilot, during a ceremony April 16, 2011, at the Kentucky Air National Guard Base in Louisville, Ky., to present the sons and daughter of the Airman a posthumous Prisoner of War Medal.
