Good Samaritan Energy Trust Fund
The Good Samaritan Energy Trust Fund was established by law in 2003. The fund allows for Illinois residents to voluntarily contribute money through their utility provider to help pay for emergency heating bills. Contributions will go directly to low income residents of the county from which funds were donated. These contributions are tax deductible.

The federal Department of Health and Human Services (LIHEAP) and the Department of Energy (IHWAP) require DCEO’s Office of Energy Assistance to submit annual plans which provide critical information on the expenditure of federal funds. Policy Advisory Council
In accordance with the Illinois Energy Assistance Act and regulations of the U.S. Department of Energy, a broadly representative Policy Advisory Council provides advice and programmatic guidance for the Low Income Home Energy Assistance and Weatherization programs. This council serves as a sounding board for policy development and has been instrumental in the design of innovative assistance efforts and creative technologies for those programs.
