Departments and Special Assistants

     Air Operations Department
CFAO has custody of two UC-12F aircraft to support Naval Aviation Logistics Office (NALO) flights as scheduled by COMFAIRWESTPAC, Japan for all military units in the Western Pacific. In a given year, Air Operations Department averages over 900 flight hours, and moved 700 passengers and 17,000 lbs of cargo safely. This continues CFAO's 46 years of class "A" mishap-free service.

     Port Services Department
Port Services Department, located at White Beach Naval Port Facility, provides essential logistical support as well as pier side services to visiting ships and units of the Seventh Fleet, Military Sealift Command and the Japanese Maritime Self-Defense Force.

     Public Works Department
The Public Works Department provides facilities management services in support of U.S. Navy operational units on Okinawa, Japan and maintains liaison with other U.S. military services and civil administrators. The department is responsible for organizing, supervising, and providing technical assistance/oversight for public works projects and programs for CFAO and other naval activities on Okinawa.

     Installation Financial Office (N8) 
          Our office provides comprehensive resource management support and advice to all CFAO Departments, plus some specialized support to tenant commands. In addition to our main responsibility of executing and accounting for a $40 million annual budget, we also manage programs such as: Command Property/Asset Inventory Management, Civilian Timekeeping and Attendance.
          We also perform installation business office functions supporting future budget development for all programs, performance measurement analysis support and myriad other functions involving products crossing differing program lines. 
          The Installation Financial Office is staffed with nine Master Labor Contract employees and one US civilian. They have been recognized for excellence with various individual and team awards, including the Assistant Secretary of the Navy (Financial Management & Comptroller) team awards for Comptrollership in 2007 and Financial Process Improvement in 2009.

     Operational Plans, & Policies
The N5 integrates various planning and policy-making initiatives, providing the Commander with a primary point of contact for all matters concerning antiterrorism operations, natural and man-made disaster preparedness and response, Non-combatant Evacuation Operations, Contingency Operations, Frequency Management, Land Mobile Radio Communications, Contingency Exercise Development and Control, and Chemical, Biological, and Radiological Defense, including advice on all matters concerning preparedness, planning, coordination and control of military and civilian relief operations and related programs. The office is responsible for developing and maintaining a fully functional Emergency Operations Center and coordinating with numerous entities in the coordination of joint and bilateral significant accomplishments include exercises such as RSO&I, Keen Edge and Joint Force Protection Exercises.

     Information Resource Management Department (IRM)
The CFAO IRM/N6 Department provides “state of the art” IT services, Base Communications functions, and telecommunications. Supporting four installations on Okinawa, the staff has been able to continually enhance capabilities, upgrade services, implement new office automation solutions, and improve network infrastructures.

     Safety Department 
          The Safety Department, located at Kadena Air Base, is responsible for management of the Navy Occupational Safety and Health (NAVOSH) program, safety awareness and education, Explosive Safety Program and mishap prevention within the command, tenant commands and other service commands according to Inter-service Support Agreements (ISSA), Memoranda of Understanding (MOU) or written requests. The Safety Department has received awards including the 2010 SECNAV Safety Award and the 2009 & 2010 CNO Award.

     Morale, Welfare and Recreation Department
The Morale, Welfare and Recreation Department develops, establishes, maintains and operates recreational facilities that provide constructive off-duty recreation activities for Navy Personnel, their family members and other authorized patrons supported by Fleet Activities, Okinawa.

     Command Evaluation (N00B)
          The auditors of the Command Evaluation Office serve as special assistants to the Commanding Officer. The Command Evaluation Office is responsible for the assessment of command operations, directed by the Commanding Officer, to provide an independent evaluation of the effectiveness and efficiency in which management responsibilities are being carried out or to resolve known or suspected problem areas and operation deficiencies. Assessment is accomplished through the conduct of reviews, studies, analyses, evaluations and audits and the results are reported directly to the Commanding Officer.
