Brigadier General Mark C. Nowland is Director for Strategy, Policy, and Plans (J5), Headquarters U.S. Southern Command in Miami, Fla. He is responsible for advising the promulgation of United States political/military policy for 32 nations and 15 dependencies located within the Southern Command theater. The J5 Directorate also develops the strategic framework for engagement throughout the region for the combatant commander in order to meet national security objectives.
General Nowland graduated from the U.S. Air Force Academy in 1985. He has commanded at the squadron and wing levels and has served on the Joint Staff and Air Force Major Command Staff levels. The general has flown combat operations in support of operations Southern Watch and Iraqi Freedom. He is also a graduate of the School of Advanced Air and Space Studies and a National Security Fellow from the Olin Institute at Harvard University.
