Kerry Kelley, a member of the Senior Executive Service, is Director, Command, Control, Communications and Computer Systems, U.S. Strategic Command, Offutt Air Force Base, Neb. The directorate is responsible for providing and assuring global-integrated C4 systems capabilities for USSTRATCOM to execute support of full spectrum operations spanning global strike, space, ISR, and cyberspace operations. She is responsible for management of more than $20 billion of on-orbit communications assets. Ms. Kelley also translates Department of Defense and Joint Chiefs of Staff xommunications and information policies and applies them across the command. In addition, she is responsible for developing, coordinating, and implementing USSTRATCOM enterprise information environment support for Chief Information Officer initiatives, policy, and guidance. This includes Clinger-Cohen Act compliance and information resource management, and information technology governance process, including its capital planning, business process improvements, and portfolio management.
Ms. Kelley entered federal civil service in 1985. Her experience includes operations analysis in support of the Strategic Arms Reduction Treaty I and II, 1992 Presidential Nuclear Initiatives and the 1994 Nuclear Posture Review. She also has experience in Advanced Concept Technology Demonstration programs; Hard and Deeply Buried Target Defeat technologies; command long-range planning and command science and technology mission needs list. She was appointed to the Senior Executive Service in 2007. Prior to her current assignment, she was Associate Director, Capability and Resource Integration.
