Major General Robert Patrick Lukeman is assistant chief of staff, studies and analysis, Headquarters U.S. Air Force, Washington, D.C.
General Lukeman was born in New York City, N.Y., in 1921. He graduated from high school in New York City and later studied banking there at the American Institute of Banking. He also attended The George Washington University, the Air Tactical School, and the Industrial College of the Armed Forces. He attended Army Air Corps flying schools at Ellington Field and Hondo Army Air Base in Texas, receiving his navigator wings in August 1943.
He then was assigned to the 52d Bombardment Squadron at Gowen Field, Idaho, and later to the 399th Bombardment Squadron, Wendover Army Air Base, Utah, where he served as a heavy bombardment navigator, and graduated from the Wendover Aerial Gunnery School. In February 1944 he joined the 467th Bombardment Group at Wendover as navigator on an instructor crew, and went with that group to the Eighth Air Force in England as lead crew navigator in the World War II bombing campaign against Germany. Upon completion of his combat tour, he was assigned as squadron navigator, then group lead crew training officer and continued to fly on combat missions until the 467th Bombardment Group returned to the United States in June 1945.
He then served as assistant provost marshal at Sioux Falls Army Air Base, S.D., and heavy bombardment navigator at Sioux City Army Air Base, Iowa, and Peterson Field, Colo. During 1946 and 1947, he performed duties as base legal officer and trial judge advocate at Headquarters Second Air Force in Colorado Springs, Colo.; at Randolph Field, and Lackland Air Base, Texas.
He next served as bombardment crew navigator and squadron staff operations officer in the 509th Bombardment Group at Walker Air Force Base, N.M. He then attended the Air Force Bombardment School, Mather Air Force Base, Calif., graduating as an aerial observer (bombardment). In May 1951 he was assigned to Headquarters Eighth Air Force, Carswell Air Force Base, Texas, as chief, Navigation-Bombardment Branch, Directorate of Operations. In January 1955 he was transferred to Supreme Headquarters Allied Powers Europe where he served as director of operations, Headquarters Strategic Air Command (Zebra).
He returned to the United States in September 1955 and served at Headquarters Strategic Air Command, Offutt Air Force Base, Neb., in the War Plans Branch and the Policy and Objectives Branch, Directorate of Plans. In October 1958 he was assigned as a member of the U.S. Delegation to the Conference of Experts on Discussions Against Surprise Attack held at Geneva, Switzerland between representatives of the NATO nations and the member nations of the Warsaw Pact.
In 1959 General Lukeman was transferred to Headquarters U.S. Air Force, Washington, D.C., where he served in the Office of the Deputy Director of Plans for War Plans. During 1960 he was attached to the Office of the Assistant Secretary of Defense (International Security Affairs) as a Department of Defense member of an interagency group to complete a study on "Relative Power Positions - US/USSR 1960-1970" for the National Security Council, In October 1962 he was attached to the initial cadre of the newly established Chairman, Joint Chiefs of Staff, Special Studies Group, as a Strategic Forces Analyst. He returned to the Air Staff in February 1963, completing his tour there in August 1963, when he was assigned to Headquarters U.S. European Command, Camp des Loges, St. Germaine-en-Laye, France, as chief of the Operations Center Division in the Directorate of Operations. He entered the Industrial College of the Armed Forces, Washington, D.C., in August 1965.
In September 1966 General Lukeman was assigned to the Organization of the Joint Chiefs of Staff in the Objective Plans and Program Division, Directorate for Plans and Policy (J-5). He was transferred to the Office of the Director, Joint Staff, as special assistant for joint matters, in November 1967, and in June 1969 was assigned as chief, Strategic Plans and Policy Division, Directorate for Plans and Policy (J-5). During his assignment to the Organization of the Joint Chiefs of Staff, he also had additional duty as special assistant for Vietnamization.
In November 1970 General Lukeman assumed duty as assistant deputy chief of staff for plans, Strategic Air Command, Offutt Air Force Base, Neb. He was appointed in February 1972 as assistant chief of staff, studies and analysis, Headquarters U.S. Air Force.
His military decorations and awards include the Distinguished Service Medal (Air Force design), Legion of Merit with two oak leaf clusters, Distinguished Flying Cross with oak leaf cluster, Air Medal with three oak leaf clusters, and Army Commendation Medal.
He was promoted to the temporary grade of brigadier general effective Aug. 1, 1969, and to major general effective April 2, 1973.
