Maj. Gen. Harold W. "Punch" Moulton II is Director of Operations, U.S. European Command, Patch Barracks, Stuttgart, Germany. The USEUCOM mission is to maintain ready forces to conduct the full range of operations; enhance transatlantic security through support of NATO; promote regional stability; counter terrorism; and advance U.S. interests in the European area of responsibility.

General Moulton was commissioned following graduation from the U.S. Air Force Academy in 1978. He spent his early operational years as an instructor pilot in a variety of aircraft. He held staff assignments on the Air Staff and the Joint Staff and has commanded a fighter squadron, an operations group and a wing. Additionally, he has served in joint positions at U.S. Forces Korea, North American Aerospace Defense Command and U.S. Northern Command. Prior to his current assignment, he was Vice Commander, 7th Air Force, Osan Air Base, South Korea.

General Moulton was Commander of Joint Task Force-114, supporting NASA's 2005 return to space for the space shuttle. Additionally, he was Deputy Commander of Joint Task Force-Katrina, providing hurricane relief to the U.S. Gulf Coast region. The general is a command pilot with more than 4,100 flying hours in the F-15, F-5, T-38, C-130, C-12, KC-135 and E-3.
