Brigadier General James W. McIntyre is executive director, 7th Quadrennial Review of Military Compensation, Office of the Assistant Secretary of Defense (Force Management and Personnel), Washington, D.C.
General McIntyre was born in 1942, in Bainbridge, N.Y., and graduated from Sidney (N.Y.) Central High School in 1960. He earned a bachelor's degree in engineering sciences from the U.S. Air Force Academy in 1964, and a master's degree in operations research and statistics from Rensselaer Polytechnic Institute in 1978. He completed Air Command and Staff College in 1976, the National Security Management Program in 1977, National War College in 1983, and the Management Program for Executives at the University of Pittsburgh Graduate School of Business in 1985.
After graduate pilot training at Vance Air Force Base, Okla. the general was assigned to Reese Air Force Base, Texas, as a T-37 instructor pilot. From January 1968 until August 1970 he was a T-37 flight examiner with the Standardization and Evaluation Unit, 3500th Pilot Training Wing, Reese Air Force Base.
In June 1971, after completing conversion training in the HH-58 Super Jolly Green Giant helicopter at Eglin Air Force Base, Fla., General McIntyre was assigned to the 40th Aerospace Rescue and Recovery Squadron at Udorn and Nakhon Phanom Royal Thai Air Force bases, Thailand. There he staged night rescue operations in Laos, and North and South Vietnam until May 1972.
General McIntyre entered the Air Force Institute of Technology program at Rensselaer Polytechnic Institute in June 1972. After completing his master's degree, he was assigned to the Personnel Analysis Division of the Air Force Manpower and Personnel Center, Randolph Air Force Base, Texas, in September 1973. The general returned to Reese Air Force Base in March 1978. He first served as commander of the 64th Student Squadron and in February 1979 became commander of the 54th Flying Training Squadron.
General McIntyre was transferred to Headquarters U.S. Air Force, Washington, D.C., in April 1980 as chief of the Flying Training Branch, Office of the Deputy Chief of Staff for Personnel. He became chief of the Training Programs Division in June 1981 and served as the first chairman of the Personnel Activities Panel in the Air Force board structure.
The general attended National War College from August 1982 to July 1983. He then was assigned to Lackland Air Force Base, Texas, as commander of the 3700th Air Base Group. General McIntyre took command of the 64th Flying Training Wing, Reese Air Force Base, in August 1985. In July 1987 he returned to Air Force headquarters and served as deputy director for bases and units, Office of the Deputy Chief of Staff for Programs and Resources. From July 1988 to August 1989 the general served as a command director, North American Aerospace Defense Command, Combat Operations Staff, Cheyenne Mountain Complex, Colo., before becoming the director of the NORAD Planning Staff, Headquarters North American Aerospace Defense Command, Peterson Air Force Base, Colo. He assumed his present position in June 1990.
The general is a command pilot with more than 3,000 flying hours. His military awards and decorations include the Silver Star, Legion of Merit, Meritorious Service Medal with three oak leaf clusters, Air Medal with two oak leaf clusters, Air Force Commendation Medal, Presidential Unit Citation, Air Force Outstanding Unit Award with two oak leaf clusters, National Defense Service Medal, Vietnam Service Medal with three service stars, Republic of Vietnam Gallantry Cross with Palm, and Republic of Vietnam Campaign Medal.
He was promoted to brigadier general Aug. 1, 1988, with same date of rank.
