Horse owners may shelter their horses at the Delaware State Fairgrounds as Hurricane Sandy approaches, the Delaware Department of Agriculture has announced.

The Sussex Barn will be open for horses free of charge, but a limited number of stalls are available. Owners must supply feed, water, bedding, daily care and security. The fairgrounds assumes no liability.

Governor Markell Issues Limited State of Emergency, Mandatory Evacuation Order to Include Residents in Areas Most at Risk

(Wilmington, DE) - Governor Jack Markell has ordered a mandatory evacuation of coastal communities for Sussex, Kent and New Castle counties, along with a flood-prone area in western Sussex County.

Under the Governor's order, the mandatory evacuation period for people to leave the designated evacuation areas will begin tonight, Saturday, October 27, at 8 p.m. and end at 8 p.m. tomorrow, Sunday, October 28. Due to the increasingly severe weather conditions that are forecast to begin late tomorrow night, Sunday at 8 p.m. should be the end of evacuees' travel period, not the beginning.

To facilitate the mandatory evacuation, a limited state of emergency will begin statewide at 8 p.m. tonight, Saturday, October 27. The state of emergency that will begin tonight does not include any driving restrictions or bans, nor does it require business closures. Those measures, should they become necessary, will be announced as storm progresses and conditions worsen.

"While the predicted track of Hurricane Sandy has shifted a number of times over the last 24 hours, it has become clear that the state will be affected by high winds, heavy rainfall, and flooding, especially along the coastline for a several day period. These factors, along with the potential for power outages, have convinced me that the prudent thing to do is have people leave most of our coastal communities," Gov. Markell said.

Shelters in all three counties will open Sunday at noon for those who need them. Anyone needing the shelters should not evacuate their homes until noon on Sunday.

"Those who come to the shelters need to be aware that the shelters provide is space on a floor and some basic food. There are only cots for the elderly and those with special needs. People who evacuate to one of the shelters should bring sleeping bags, pillows and blankets, as well as books and games or other items to keep themselves and their families occupied," said Jamie Turner, director of the Delaware Emergency Management Agency.

Recommended evacuation routes can be found at http://deldot.gov/information/projects/tmt/evac_map.shtml. Please note that it is recommended that those in Sussex ocean communities south of the Indian River Inlet travel west along major arteries (Routes 26 and 54) to U.S. 113 to leave the area rather than north on Route 1.

Residents who have evacuation questions may contact their respective local emergency operations centers:

§ Sussex EOC - 856-7366 starting Sunday at 8 a.m.

§ Kent EOC - 735-3465, starting Sunday at noon

§ New Castle County EOC - 395-5555 starting Sunday at noon

§ Wilmington EOC - 576-CITY starting Sunday at 9 a.m.

The Delaware Helpline at 1-800-464-HELP (4357) will also activate Sunday at 8 a.m. for hurricane information. The Hurricane Sandy Delaware Information Line is also available at 302-632-7060. Residents are encouraged to check-in on the elderly.

The areas subject to mandatory evacuation, which are based upon recommendations by county emergency directors, are listed below. Attached are maps for New Castle and Kent Counties showing the general area of evacuations, though the list below is more detailed. Also attached is a map generated by Sussex County of possible flooded areas.

Mayor Baker has announced separately an evacuation for flood-prone areas of the City of Wilmington.

DECLARATION OF A STATE OF EMERGENCY

FOR THE STATE OF DELAWARE AND

MANDATORY EVACUATION OF COASTAL AND LOW-LYING AREAS



WHEREAS, Hurricane Sandy is a Category One hurricane that is expected to remain at or near hurricane strength over the next several days; and

WHEREAS, based upon the most recent forecasts of the National Hurricane Center, Hurricane Sandy threatens public safety and has the potential to inflict significant damage and create unusually dangerous conditions in the State of Delaware; and

WHEREAS, regardless of the exact path of the storm, Hurricane Sandy poses multiple dangers to our state and its citizens, including high winds, heavy and sustained rainfall, high tides, coastal flooding, and flooding along streams, rivers, and other waterways; and

WHEREAS, the expected high winds and heavy rainfall may result in significant power outages to be addressed by utility crews; and

WHEREAS, it has been necessary to pre-stage and potentially deploy resources and assets of the Delaware National Guard in anticipation of responding to any threat to public safety; and

WHEREAS, based upon evidence presented to me by the Delaware Emergency Management Agency ("DEMA"), I have found that there is an imminent threat of an emergency in New Castle, Kent and Sussex Counties.

NOW THEREFORE, I, JACK A. MARKELL, pursuant to Title 20, Chapter 31 of the Delaware Code, do hereby declare a State of Emergency for New Castle, Kent and Sussex Counties, Delaware effective Saturday, October 27, 2012 at 8:00 p.m. and lasting until further notice. The nature of the emergency is the imminent threat of flooding, high winds, and other potentially dangerous effects caused by Hurricane Sandy. Along with such other actions authorized by Title 20, Chapter 31 of the Delaware Code, I hereby order that:

1. A mandatory evacuation for all persons located in the areas shown on the attached Exhibit A ("Evacuation Areas") shall begin this evening, Saturday, October 27, 2012, at 8:00 p.m. Due to the increasingly severe weather conditions that are forecast to begin late tomorrow night, all persons located in the Evacuation Areas shall complete such evacuation no later than Sunday, October 28, 2012 at 8:00 p.m. All persons within the Evacuation Areas who have the ability to evacuate are urged to do so as soon as possible.



2. All persons are advised that they should not enter the Evacuation Areas after 8:00 p.m. today, Saturday, October 27, 2012, unless necessary to support the evacuation.



3. I hereby reserve the right to add areas to the Evacuation Areas and otherwise modify the scope of the evacuation without further written order. The list of designated evacuation areas and shelters shall be maintained by DEMA and posted to the DEMA website.



4. Driving is not restricted at this time. However, residents are advised that driving restrictions may be put into place as conditions warrant. Effective immediately, state and local officials are directed to remove abandoned vehicles from roads in the State of Delaware at the expense of the vehicle owner.



5. All Departments and Agencies of the State of Delaware shall work with county and municipal governments to designate evacuation areas and location of shelters.



6. All Departments and Agencies of the State of Delaware shall assist in such response, recovery and sheltering activities as may be required in the areas of New Castle, Kent and Sussex Counties affected by the storm system. Such efforts shall be directed by and in coordination with DEMA.



7. The Delaware National Guard shall continue to take such precautionary or responsive actions as shall be directed by the Director of DEMA, in consultation with the Secretary of Safety and Homeland Security.



8. The Delaware Department of Transportation and the Delaware State Police, in consultation with DEMA and the Secretary of Safety and Homeland Security, are hereby authorized to order such bridge and road closures as necessary to protect the health and safety of the public.



9. DEMA shall activate the State Emergency Operations Plan and cooperate with federal authorities, including the Federal Emergency Management Agency in making application, if necessary for relief and assistance for those towns and communities adversely affected by this emergency, pursuant to the Delaware Emergency Operations Plan and any potentially applicable federal disaster or emergency relief laws, including but not limited to the Stafford Disaster Relief and Emergency Assistance Act.



10. Government entities subject to bidding requirements are exempted from those bidding requirements for the purpose of purchasing materials necessary for responding to this emergency.



11. I hereby reserve the right to take, or direct state or local authorities to take, without issuance of further written order, any other necessary actions authorized by Title 20, Chapter 31 of the Delaware Code to respond to this emergency.
