Exceptional Family Member Program (EFMP) at Camp Pendleton assists active duty personnel in providing for the special needs of family members before, during and after relocation required by a change of duty assignment. The program ensures every attempt is made to bring together military careers and special needs.
Any authorized dependent family member (spouse, child, stepchild, adopted child, foster child, or dependent parent) of active duty personnel residing with the sponsor who possess a physical, medical, or emotional disability for a period of six months or more is eligible for enrollment.
It is mandatory, per MCO P1754.4B, that family members with special needs enroll in the EFMP. This assists Headquarters Marine Corps with assigning active duty personnel to locations where the special needs of family members can best be met.
Eligibility
Any active duty family member enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) with a physical, emotional, developmental or learning disability and requiring special services is eligible.
EFMP Support Groups
For more information on support groups, please see the EFMP page
Marine Access to EFMP Status
Recently, the Exceptional Family Member Program (EFMP) launched a website to assist sponsors in checking their EFMP status. The Case Management System (CMS) is the database we use to monitor enrollment or additional needs families may have. In order to establish an account, sponsors must have a Manpower & Reserve Affairs (M&RA) Portal account. Sponsors can sign up for M&RA Portal accounts here.
Active and reserve Marines who request M&RA Portal accounts are automatically approved. Sponsors can then access their information via the CMS here.
If a sponsor attempts to check his/her status without having a M&RA Portal account first, the CMS will give them a message instructing them to sign up for a Portal account and will provide the link. If you have difficulty registering on the Portal, please call the EFMP HQ help desk: (703) 784-9030.
Note: Access to the Manpower site by Active Duty CAC card only.
