Central Intelligence Agency Fleet Alternative Fuel Use and Vehicle Acquisition Report
Updated Compliance with EPAct, E.O. 13423, and E.O. 13514 for Fiscal Year 2010
The Central Intelligence Agency (CIA) continues to develop methods to increase the Alternative Fuel Vehicle percentage in its qualifying fleet and to enhance alternative fuel usage.
This is the CIA’s Alternative Fuel Vehicle (AFV) annual report for Fiscal Year (FY) 2010 and presents CIA alternative fuel use and alternative fuel vehicle acquisition data for Fiscal Year 2010. This report was developed in accordance with the Energy Policy Act (EPAct) of 1992 (amended in 2005) (42 U.S.C. 13211-13219)), as amended by the Energy Conservation Reauthorization Act of 1998 (Public Law 105-388), Executive Order (E.O.) 13423, Strengthening Federal Environmental, Energy and Transportation Management (72 FR 3919, signed on 24 January 2007) and E.O. 13514, Federal Leadership in Environmental, Energy, and Economic Performance (74 FR 194, signed on 8 October 2009).
Legislative Requirements
EPAct requires that 75% of all Federal fleet light duty vehicles (LDV) acquisitions for FY 1999 and beyond, which are capable of being centrally fueled and primarily operated in a metropolitan statistical area (MSA), be alternative fuel vehicles (AFVs). Certain emergency, law enforcement, and national defense vehicles are exempt from these requirements. The ECRA amended EPAct to allow one alternative fuel vehicle acquisition credit for every 450 gallons of pure biodiesel fuel consumed in vehicles over 8,500 pounds gross vehicle weight rating. “Biodiesel credits” may fulfill up to 50 percent of an agency’s EPAct requirements. E.O. 13423 requires agencies to reduce their fleet’s covered petroleum consumption by 2% annually through 2015, while increasing their consumption of alternative fuel 10% per year compared to an FY 2005 baseline. Agencies are also required to purchase plug-in hybrid vehicles when life-cycle cost analysis demonstrates their cost to be reasonably similar to other vehicles. E.O. 13514 requires the use of low green house gas emitting and alternative fuel vehicles and optimizing vehicle numbers across agency fleets. E.O. 13514 also mandates that agency fleets reduce petroleum consumption by 2% annually relative to a fiscal year 2005 baseline.

EPAct Compliance
CIA first reported under the EPAct in 1997. This constitutes CIA’s ninth report, covering FY 2010. During the period covered by this report, 96 percent of CIA qualifying fleet acquisitions under the EPAct were identified as AFVs.
Credits: Federal fleets earn one credit for every AFV acquired and one credit for every 450 gallons of neat bio-diesel (B100) or 2,250 gallons of B20 (20 percent bio-diesel and 80 percent petroleum diesel) used. Additional credits are earned for:
a. AFVs that operate exclusively on alternative fuels.
b. Zero Emission Vehicles of any size.
c. Dedicated medium-duty or heavy-duty AFVs.
During FY 2010, CIA earned 132 credits for AFV acquisitions and additional 0 credits for acquisition of AFVs with a gross vehicle weight rating (GVWR) greater than 8,500 pounds for a total of 132 credits.
Exemptions: Under the EPAct, exemptions were granted for fleet size, geographic location or use outside of a qualifying Metropolitan Statistical Area/Consolidated Metropolitan Statistical Area (MSA/CMSA), law enforcement vehicles and emergency vehicles. Exemptions claimed against CIA’s fleet acquisitions for FY 2010 are as follows:
a. Law Enforcement (52 vehicles – 39 percent of total)
b. Emergency (0 vehicles – 0 percent of total)
c. Non MSA/CMSA (0 vehicles – 0 percent of total)
d. Geographic (0 vehicles – 0 percent of total)
E.O. 13423 and E.O. 13514 Compliance
E.O. 13423, Section 2.(g), using a baseline of 2005, requires agencies that operate a fleet of at least 20 motor vehicles to:
a. Reduce the fleet’s total consumption of petroleum products by 2 percent annually through the end of FY 2015.
b. Increase the total fuel consumption that is non-petroleum-based by 10 percent annually.
c. Use plug-in hybrid (PIH) vehicles when PIH vehicles are commercially available at a cost reasonably comparable, on the basis of life-cycle cost, to non-PIH vehicles.
E.O. 13514 requires the use of low green house gas emitting and alternative fuel vehicles and optimizing vehicle numbers across agency fleets. E.O. 13512 also mandates that Agency fleets reduce petroleum consumption by 2% annually relative to a fiscal year 2005 baseline.
Use of Alternative Fuels in AFVs: CIA expanded its infrastructure in FY 2007 by installing an E85 Fueling Station (85 percent ethanol, 15 percent gasoline). The E85 fueling station went into operation FY08. 56,024 gallons of E85 fuel were consumed in FY10 by agency vehicles. This represents a decrease of 22% annually from FY09***.
Petroleum Consumption: CIA exceeded the E.O. 13423 and E.O. 13514 requirements to reduce the consumption of petroleum products by 2 percent annually through the end of FY 2015, relative to FY 2005 baseline. Fuel consumption for FY 2010 totaled 239,703 GGEs which represents a 10 percent reduction from FY 2005 consumption of 326,457 GGEs.
