Tribal Consultation

The Department of Justice’s annual Tribal Consultation on Violence Against American Indian and Alaska Native Women is held pursuant to Public Law 109-162, Title IX, Section 903 of the Violence Against Women Reauthorization Act of 2005. This law requires the U.S. Attorney General to conduct an annual consultation with Indian tribal governments to address the federal administration of all tribal funds and programs established under the Violence Against Women Acts (VAWA) of 1994, 2000, and 2005. The statute further directs the Attorney General to solicit recommendations from the Indian tribes at an annual consultation concerning the following items:

  1. administering tribal funds and programs;
  2. enhancing the safety of Indian women from domestic violence, dating violence, sexual assault and stalking; and
  3. strengthening the federal response to such violent crimes. *
2012 Tribal Consultation

The United States Department of Justice, Office on Violence Against Women, co-hosted the annual 2012 Government-to-Government Consultation in Tulsa, Oklahoma on October 2-3, 2012,at the Hyatt Regency Tulsa.  Day 1 focused on the 7th Annual ViolenceAgainst Women Consultation and Day 2 focused on Department of Justice Grant Funding (CTAS). The consultation’s goal was to engage in a dialogue between the United States government and leaders from Indian tribal governments about how to enhance the safety of Alaska Native and American Indian communities and prevent violence against women.

2011 Tribal Consultation

The United States Department of Justice, Office on Violence Against Women, co-hosted the annual Tribal Consultation in Santa Ana Pueblo, New Mexico, at the Hyatt Regency Tamaya Hotel on December 15, 2011. The consultation focused on improving the response to violence against women in tribal communities.

2010 Tribal Consultation

The 2010 Tribal Consultation was held in Spokane, WA, at the Northern Quest Resort, on October 4 and 5, 2010. The first day of the consultation focused on the subject of violence against American Indian and Alaska Native women. The second day was devoted to consultation on Department of Justice (DOJ) grant funding for tribal governments, focusing specifically on the Coordinated Tribal Assistance Solicitation (CTAS) process that was implemented in Fiscal Year 2010. In Fiscal Year 2010, DOJ issued a single CTAS encompassing all DOJ tribal government-specific grant programs with the goal of gaining a better understanding of each tribe’s overall public safety needs and supporting a more coordinated approach to grant-making. In addition, the DOJ solicited recommendations for the Fiscal Year 2011 tribal grant process.

2009 Tribal Consultation

The 2009 Tribal Consultation occurred on October 30, 2009 in Minneapolis, MN. The purpose of the Tribal Consultation was to engage in a government-to-government dialogue between the United States Government and the leaders from Indian tribal governments on how to best enhance the safety of Alaska Native and American Indian women from domestic violence, dating violence, sexual assault and stalking.

2008 Tribal Consultation

OVW hosted the third annual Tribal Consultation in Palm Springs CA on December 10, 2008. One hundred thirty four tribal and federal officials participated, including representatives from sixty-one Tribal Nations from across the United States. The Agua Caliente Band of Cahuilla Indians was the host Tribe for the Consultation.
