Management Challenges Across the Government

Although agencies have made progress in improving their operations in recent years, they often lack the basic management capabilities needed to effectively and efficiently implement new programs and policies. Accordingly, GAO has identified these key capacity-building and management challenges affecting multiple agencies across government.
