Two years ago, the Obama administration launched its “Reset” policy towards Russia. The policy has been widely considered a success, leading to a much improved climate of relations, and concrete achievements such as the New Start Treaty. European powers — including those with widely varying relations with Russia, such as Germany and Poland — have pursued their own version of “Reset,” aided by more conciliatory Russian policies toward Western Europe. But now that the low-hanging fruit of the “Reset” has been picked, how can we move forward? Are there areas where relations between Russia and the west can continue to improve, or will they run aground on differences over the former Soviet states, most notably Georgia and Ukraine? Will the Russian and U.S. presidential campaigns in 2012 put added pressure on the relationship? Will Russia and the West find ways to work together in the Middle East and North Africa, or will emerging differences become even wider?
