Summary of Changes Updated in the AES Trade Interface Requirements
**********************************************************************
**This message is intended for self-programmers, service centers and
software developers that communicate directly to the AES Mainframe.**
As mentioned in past broadcasts, the U.S. Census Bureau has amended the
Foreign Trade Regulations to eliminate the reporting of a Social
Security Number (SSN) as an identification number when filing Electronic
Export Information (EEI) in the Automated Export System (AES). This
rule became effective on September 4, 2009 and the implementation date
for the update is December 3, 2009.
A complete Summary of Changes of the AES Trade Interface Requirements
(AESTIR) has been published to include all changes regarding the
elimination of the SSN in the AES Mainframe. It can be found at:
http://www.cbp.gov/xp/cgov/trade/automated/aes/tech_docs/aestir/june04_intro
For new shipments, "Adds", SSN ID Type "S" will no longer be allowed
for ALL parties. A Fatal Error will result if an ID Type of "S" is
transmitted for a new shipment. Potential Fatal Errors include:
Response Code: 05A FILER ID TYPE "S" NO LONGER ACCEPTED
Response Code: 25A USPPI ID TYPE "S" NO LONGER ACCEPTED
Response Code: 26A FWRD AGT ID TYPE "S" NO LONGER ACCEPTED
Response Code: 26B USPPI IRS ID TYPE "S" NO LONGER ACCEPTED
Filers will be allowed to submit changes, replacements and cancellations
to previously accepted EEI with "S" as an ID Type for a period of 5
years after the implementation date.
For more information or questions, please contact the Foreign Trade
Division at 1-800-549-0595. Select Option 1 for AES questions or
Option 3 for Regulatory questions.
