Region 2: Capital, Jane A Walters, Director

Walter's PictureJane Walters was selected as Region 2 Director in February of 2007. As Regional Director, she is responsible for the examination and supervision of federally insured credit unions in California, Delaware, Maryland, New Jersey, Pennsylvania, Virginia, West Virginia and the District of Columbia.

Ms. Walters began her NCUA career in 1981 as an examiner in Chicago. She then became a Problem Case Officer prior to being selected Director of Special Actions in Region 2 in 1987. Ms. Walters was named Associate Regional Director of Programs for Region 4 (Chicago) in 1990 and then in 1994 was appointed the agency’s Controller. In 1995 she became Regional Director of Region 2 (Alexandria, VA). She has also served as Regional Director in the former Region 6 (Concord, CA) and was Regional Director in Region 4 (Austin, TX) prior to being named Deputy Executive Director in February 2006.

Ms. Walters holds a BS in Accounting from the University of Dayton and a MBA from Loyola University of Chicago.




 
 
 
ARDO - Wendy Angus
 
Wendy Angus is the Associate Regional Director of Operations (ARDO) for the Region 2 – Capital Office of the National Credit Union Administration (NCUA). As the ARDO, Angus  is responsible for risk identification, administrative action, and quality control over the supervision of the region’s more than 1,600 federally insured credit unions.
 
During her 15 years at NCUA, Angus has examined credit unions in the Chicago area and worked as an analyst in the Lisle and Alexandria regional offices.   From 2000 to 2005, she was a program officer in the Office of Examination & Insurance.   The following two years, Angus supervised 15 economic development specialists across the country as part of the Office of Small Credit Union Initiatives.   From March 2007 until December 2009, she was Region II’s Director of Supervision.   From December 2009 to August 2011, Angus was the Director of Risk Management in the Office of Examination and Insurance.   In this position, she served as the primary caretaker of the National Credit Union Share Insurance Fund, oversaw administrative action nationwide, quarterly call report data collection and analyses, and worked with the regional offices to resolve the  agency’s largest problem case credit unions.
 
Prior to joining NCUA in 1996, Angus worked as an examiner with the Office of Thrift Supervision and an auditor at the Resolution Trust Corporation/FDIC.   Angus obtained her Bachelor of Science degree in Finance and Marketing from the University of Virginia and her MBA from George Washington University. 
 
 
ARDP - Kelly Lay
 
Kelly Lay is the Associate Regional Director of Programs (ARDP) for the Region 2 – Capital Office of the National Credit Union Administration (NCUA). As the ARDP, Lay is responsible for the examination and supervision program of the region’s east coast credit unions.
 
Lay previously served in the Region 5 –Tempe Office as the director of supervision from 2006-2009 and the director of insurance when the office first opened in 2004. Additionally, she held various positions in the former Chicago region, including examiner, supervision analyst, and director of supervision. Lay began her career with NCUA in 1996 after graduating from Illinois State University with a bachelor of science degree in finance. She earned her certified public accountant certificate in Illinois in 2002.
 
 

ARDP - Larry Torres

Larry Torres is the Associate Regional Director for Programs (ARDP) for the National Credit Union Administration (NCUA) Region 2 office. As ARDP, he is responsible for the examination and supervision of all federally insured credit unions in California.
 
Torres began his career at the NCUA in 1992 and has since held various positions including principal examiner, senior review analyst, problem case officer and supervisory examiner.
 
Prior to joining NCUA, Torres served in the United States Marine Corps in audit services.
 
Torres holds a BSBA in accounting from Chapman University and a MSBA in accounting and management from Boston University.
