Navy College

The Navy College Office in Okinawa is permanently closed. Pertinent information on Voluntary Education Programs is located at the Navy’s premier website:  https://www.navycollege.navy.mil – This site will answer the majority of your questions. Additional information is available through the contacts below.

1. Navy College Office (NCO) contacts for Okinawa. The following offices can be contacted to assist Sailors in counseling and in developing an Individual Education Plan (IEP). The Virtual Education Center (VEC) call center has assumed the processing of all WebTAs for Okinawa. The VEC and the NCO contacts below will assist you with all counseling services. 2. TA- Online Brief Requirement. Sailors are required to complete this brief before using WebTA. Visit https://www.navycollege.navy.mil, click on “Navy College Programs”, click on “Tuition Assistance”, click on Navy TA Online Training for Active Duty”. The completion certificate can be emailed to VEC@navy.mil or faxed to (757) 492-5095.

3. WebTA Users Guide. First-time TA users should access this guide for detailed instructions on the Navy’s current policy at https://www.navycollege.navy.mil. Go to “My Education” and click on “WebTA Sailor/Command Info”. Note: When filling out a WebTA application, item #15 remains, NCO OKINAWA. Paper-based TA applications are not authorized.

4. NAVADMIN 245/10. Sailors should submit their WebTA request well before the quarterly funding start date. See http://www.npc.navy.mil/ReferenceLibrary/Messages/ for further elaboration on this process.

5. SMART Transcipt Corrections/Updates. All corrections, updates and requests for an official SMART Transcript are processed through the VEC. Navy College Offices in the Far East can assist you with understanding this process by providing information on how to have your completed degree posted on your SMART for an ESR entry. Visit https://www.navycollege.navy.mil, “My Education” and click on SMART for detailed information.

6. Degree Plan(DP)/SOCNAV(SN) Agreements & Individual Education Plan (IEP). IAW NAVADMIN 105/10 all TA users at a minimum must have an IEP uploaded on their “My Education” page. DPs and SN agreements issued by your college/university representative are ideal items to procure in that they list all the courses you must take to complete a specific degree. The IEP is prepared to expeditiously get you started by one of the contacts in paragraph #1 above. A DP or SN should always be requested from the college/university. You must make arrangements with one of the contacts in paragraph #1 above for uploading your DP, SN or IEP.

TA will not fund clock hours. Certificates are funded only if the courses are part of a degree plan being offered by the college/university. The academic institution must provide proof that this is the case.

7. Testing. Please contact your Marine Corps Education Center (DANTES testing only, 645-3944) or Air Force Education Center (Recording: 634-1500) for the following test: SAT, ACT, DLPT, DLAB, OPI, AFIADL. The National Test Center (UMUC, 645-2216) offers the following exams: e-CLEP, e-DSST, e-Excelsior exams and Navy-funded COOL certification exams – other non-funded Pearson Vue exams may be available.

8. Navy TA Accounting. Contact NETPDTC TA accounting department for issues pertaining to grades, reimbursements, requests for waiver of reimbursements for involuntary W grades, notification to extend course dates and school invoicing. 9. Sailors with Marine Corps UICs. The Marine Corps Education Center will continue to provide counseling services for you. However, all WebTAs are processed through the VEC – You must contact the VEC or one of the contacts in paragraph #1 above to resolve all WebTA issues. The Marine Corps Education Center cannot assist you with WebTA issues.
