  raising money to pay debt

  As natural disasters happen all over the world our country raises millions of dollars through telethons and other simple ways of asking for donations. We raised over $300 million for Haiti, $65 million and counting for Japan, and over a billion for katrina. Instead of raising taxes, how about asking for help? If our government hosted a telethone with celebraties, professional atheletes and community leaders volunteering to answer phones for a day I believe we could raise a significant amount of money. All money raised would be completely voluntary and to be used to pay off debt. This could done annualy over the next few years. It's time to ask for help. I believe this could go a long way with the public.

  Incorporate a system to allow taxpayers to submit their documentation directly to thier examiner either thru email or a special system. This will eliminate the need for clerical staff or at least a smaller staff, save on supply money such as paper, envelopes and such as well as putting less burden on the taxpayer's. The office communicator is a great source of communication that can eliminate most of the land line phone usage because you speak right thru the computer. It would save money on having to fly execs all over for big meetings when you hold conferences thru the office communicator. That alone will save thousands.

  Tax Free Income

  Income earned and treated as tax-free in the AOR needs to be reviewed. The tax-free amount should be pro-rated based on the number of days in the AOR out of the entire month. It would be interesting to learn the number of temporary duty rotations (or flight crews touching down in AOR for minimum number of days) to learn how many trips cross over into two months to qualify 2 months as tax free versus one.   My name is Hank Bram Slikker. I work for the US Treasury at the Bureau of Engraving and Printing in Fort Worth, Texas. I have been employed since January 1999 as a bookbinder in the Mechanical Exam section of Currency Manufacturing.

  I want to respond to your request for saving costs for the United States government.

  My suggestion is this: our section in Currency Manufacturing can save thousands of dollars of supervisory overtime pay by utilizing its acting assistant supervisors at regular pay.

  The section currently has five competent acting assistant supervisors, but our section supervisors and section manager refuses to use them. Instead, they hoard overtime pay for themselves at the expense of the US Treasury.

  The situation in the section is this: there has been a vacant supervisor position on and off in the section office for roughly two years. Instead of utilizing its pool of acting assistant supervisors to cover that vacancy in the office at regular pay, our section supervisors are conducting what appears to be an overtime racket. That is, instead of filling the vacant position, either by hiring a supervisor or by utilizing the acting supervisors, they keep the position vacant in order to rack up overtime pay. In fact, the section manager of operations even gets in on weekend overtime pay by covering the vacant position himself. I believe executive management may even be aware of the monetary fraud and waste that goes on in our section.

  Thank you for asking your employees for their input on waste. The government can save thousands upon thousands of dollars in this manufacturing section of the Bureau of Engraving and Printing by utilizing its human capital of acting assistant supervisors at regular pay.

  Although I am not advocating that every agency follow exactly the same development standards, I believe that each agency needs to make sure that the paperwork/process requirements are customized to the project. Rather than ‘one size fits all’ requirements, it would be more appropriate to put together ‘tiger teams’ to work with each project being developed or retrofitted to follow new standards. If these teams went from project to project the development/retrofit development timeframes could be much reduced and time, effort and training could be much reduced, since each project would not be starting on square one and then struggling to understand and implement the new standards. In addition, if Tiger Teams were in charge, it would not cause much time to be wasted on artifacts that are not necessary or needed for a project based on the actual project type and underlying needs – the Tiger Team could evaluate and determine exactly what artifacts or components of artifacts are actually necessary - dependent on what the project/program actually delivers. No more and no less than what is needed would be developed and delivered and useless documentation would be eliminated. The current scenario seems to pit process over product and is a time and money waster. In the past several years I have seen numerous instances where contractors are being paid to deliver standard boilerplate documents that actually serve no purpose other than to check off the fact that a document exists. No pertinent data is developed since it is really a document that is not necessary in the situation, it is just boilerplate. A Tiger Team(s) could eliminate waste such as this.

  discontinue stuffing envelopes in letters when not required

  IRS is stuffing envelopes in hundreds of thousands of letters (105C letters & 106C) quarterly and wasting time & money because the envelopes are not required by the IRM or IRC. management has declined my previous idea and their response was "Your request is for programming upgrades to the AMS system, and it has been determined that no changes can be made at this time due to costs and lack of available manpower".

  BSA Examiners look at check cashiers, wire services, money order sales,and precious metals. During these Exams it is common to find money that is being laundered and not taxed. The most common meathod is by cashing business checks at a check cashier and then getting cash payouts. The most common meathod is by cashing business checks at a check cashier and then getting cash payouts. The amount of diverted income can be quite large one exam uncovered over $2,000,000 at one location. The money trail is easy to follow since each person cashing a check needs to establish thier identification and copies of all the checks are at a bank. There is no centralized audit trail for checks cashed under $10,000 so these transactions are under the radar. When a BSA Examiner finds this type of activity they report their findings. Very few of the reports are sent for an Income Tax Exam. The efforts of the Revenue Agents are used to support the "Work Plan" managers at all levels are judged by thier support of the "Plan". This "Plan" does not allow very many of the files dealing with the cash that is diverted by cashing checks or any other methods. These transactions could be a cover for a shell corp or unreported income from a business. The "Plan" should be adjusted to include more of these questionable transactions. This is Tax Fraud in the classic sence. People working for wages are the most compliant group and for a small businsses it is very easy to divert income. The highest number of these referrals need to be examined so that the taxes due from these transactions will be collected. If these transaction were put into the work being done by the IRS Examination Division it would cause a ripple effect as others that were thinking about diverting income would quickly realise that they will have to answer for their mis-deeds and will report thier income as required by law.There are a large number of BSA Examiners working to detect money laundering and other efforts to harm this country and they would uncover a great deal of this unsavory activity. Putting these individuals on notice and collecting the Tax and Penalities will help the country meet it's financial needs. BSA provides a clear paper trail that can not be disputed showing how much was diverted. The country needs this huge source of revenue that will not be a burden for anyone else.

  Increase paperless trends

  I think we could decrease the number of hard copies for the Document 11678 which is the NTEU National Agreement booklet that is 229 pages in length. This document is easily available and accessible online. I know there may still be a need to have hard copies; however I believe if every organization and departments in IRS reduced the number of hard copies within units we could see a nice cost savings.   I think we could decrease the number of hard copies for the Document 11678 which is the NTEU National Agreement booklet that is 229 pages in length. I know there may still be a need to have hard copies; however I believe if every organization and departments in IRS reduced the number of hard copies within units we could see a nice cost savings. I don't know the exact cost per copy, but I do know there are 25 desk/cubies in one particular untit and the mail clerk distributed one copy per desk. I witnessed employees throwing their copies in the trash! What waste! There is a process in place for mail distribution lists, and distribution updates are solicited for when publishing sends out their notices, but I think updates sometimes get overlooked and then the hard copies get printed and its simply costing too much especially during our hard economic times. All departments should be limited to a few hard copies per team, not a hard copy for every person. If one person specifies they would like a hard copy, then they must submit that at their own request. So many things are going paperless and I think this trend should continue. Save the planet and save Americans hard earned dollars!

  3)We spend money mailing remittances and tax returns overnight to the service center. Businesses have the ability to scan in checks and have them clear immediately. We sometimes do not know for weeks if they have cleared. If this is not possible we could walk them into the federal reserve bank down the street to process or any other bank for that matter.

  As for returns they can be scanned and shredded.

  4)We spend alot of time and money processing trust fund recovery cases(941 trust fund tax is assessed against individual corporate officer social security numbers) We have to pay the bank for bank summons' for the periods in question. We have to ESTAB the original returns from the service center. We copy the enire case history on paper. The Advisory group then spends countless man hours in reviewing, assessing and then mailing the cases to the service center.(Pounds of case files) I have tried to get statistics on what is the percentage of tax that we collect on these assessments and no one seems to know. I have asked the Commissioner. I have studied online yearly collection reports. I have made phone calls and asked my front line manager as well as his manager.

This eliminates the OPI line which is a service we pay for on a continued basis year after year - so much per minute used. We can store the tablet (one per office) and use it only when needed.

(Eventually all departments within IRS will be using this system). The program is great and allows the Treasury to recognize payments within days instead of weeks. This is very time consuming and employees are having to stay late to ensure all off the counter duties are completed. This also takes one or two employees of the counter therefore they are unable to assist taxpayers who have taken off of work because they need assistance. Changing the RS-PCC verification process would allow employees to assist more taxpayers and allow employees to collect more money for the Treasury. The Treasury would also save money for not paying out credit time or overtime.

  As a timekeeper, many times I have witnessed employee’s negligence to fill out their timesheets properly and accurately. The timesheet is also known as a Form 3081. This timesheet is input into a system, but a paper copy is also printed and filed. Today’s technology allows a paperless process and if this was incorporated as well we could save costs there too, but mostly I believe the Time & Attendance Processing costs are very unnecessary and can be greatly reduced if some policies were changed. Here is a scenario, If an employee forgets to account for their time under sick leave, annual leave or even if they forget to put any overtime or comp time hours worked a Time and Attendance correction has to be input into the SETR (Single Entry Time Reporting) System and processed if their errors are not corrected before a pay period closes.

  According to report from AWSS (Agency Wide Shared Services) a budget review was put into a power point presentation and given to managers and timekeepers during a training event. There was a statement in the report which read, "FY07 AWSS cost for processing one corrected T&A was $6.39" I am certain this cost has risen since FY07.

  The $6.39 amount sounds very insignificant, but consider the number employees in the Internal Revenue Service(roughly 200,000 and how many errors are created on their timesheets per pay period and there are 26 pay periods in a year. If 100 employees had errors during 13 pay periods within the year then the cost would amount to $8,307.00 per year. When the corrections have to be made the processing costs really add up! We hear this every year in our meetings, yet I don’t believe the issue is taken seriously enough. If a policy could be put into place that only allowed the employee a certain number of corrections per year than the processing costs could be greatly reduced. I believe employees would be cautious in their efforts to fill out their timesheets as accurately as possible, especially if they know they may not get their Over time paid once they have exceeded the number of corrections they all allowed!

  And surely with the innovative technology we have in this day and age, there is a better way to account for employee’s payroll with a more up to date system. The TAPS/SETR System is about 20 years old and perhaps this plays a major role in the issues and may need further investigation. My hope is that the Office of Management and Budget will seriously review the Internal Revenue Center’s policy for payroll and reduce the costs of Time & Attendance corrections and maybe even the ability to go entirely paperless once and for all.

As it stands, TAS does not have a significant role and eliminate or reduce Collection Due Process. A lot of resources went into this area and no real benefit to the public was received. It did create more jobs and promotions for some employees, but I'm not sure of the value added otherwise. ...more »

  Saviing Millions Plus in SSI payments to Prisoners

  When a person who receives SSI (Title 16) is incarcerated in a County Jail, State Prison, or Federal Prison for more than 30 calendar days, SSA Regulations state their SSI checks CEASE. There is a prison reporting tool where detention facilities are to report to SSA the SSNs of people who are incarcerated, but it is NOT widely used by facilities.   When a person who receives SSI (Title 16) is incarcerated in a County Jail, State Prison, or Federal Prison for more than 30 calendar days, SSA Regulations state their SSI checks CEASE. There is a prison reporting tool where detention facilities are to report to SSA the SSNs of people who are incarcerated, but it is NOT widely used by facilities. Many prison staff members have told me that they do not even ask if the prisoner is on SSI at intake booking. Prisoners nationwide are receiving their SSI checks for MONTHS and YEARS while being incarcerated. Prison staff have told me that the prisoner's family members will bring the checks up for a visit and have the prisoner sign them, then cash the checks, and put in the prisoner accounts. I have had some prison staff tell me that the prison accounts have been over 1.5K from SSI checks. The Law is the Law. Few people actually tell SSA when their family members have become incarcerated. The checks NEVER stop, and they NEVER stop cashing them. Why should the U.S. Gov't pay a prisoner who is a convicted felon serving time? There should be a better bridge between County/State/Federal detention facilities and the SSA for reporting prisoners who receive SSI when they are initially booked in for crimes.

  This is not a small oversight - it is huge and widespread. Millions plus could be saved if it was mandatory that institutions provide the SSNs of prisoners to SSA.

  Eliminate mass distribution of Federal Tax Regulations

  Similar to the idea from 2010 regarding the Federal Register, we should not have a mass mailing of the Federal Tax Regulations which, for 2011, included 8 separate books. Instead, for those requiring a hard copy, each department can maintain a central library for use by its team members.

  I have several ideas: 1. Each time there is an update to the Internal Revenue Manual (IRM), we receive a paper copy.   I have several ideas:

  1. Each time there is an update to the Internal Revenue Manual (IRM), we receive a paper copy. These are generally voluminous and wasteful because we are notified via email immediately at time of update and have access to these updates ahead of the paper copies. There is no need for the paper copies and they are usually discarded upon receipt.

  2. Each year we receive a paper copy of either the Master Tax Guide or the Federal Tax Handbook. However, we also have access to these books and much more via electronic subscriptions to the publisher’s materials. In fact we are issued quarterly CD updates of these materials also. There is no need for duplicate and triplicate copies of these same materials.

  3. In the same way, we received hard copies of the Internal Revenue Code and Treasury Regulations. These are multiple volumes. However these materials are provided as described in #2 above.

  It is my opinion that a great majority of the personnel do not use these paperbound resources and they are truly wasteful.

  Saving Millions in Earned Income Payment Fraud

  Claimant's earning records are relevant to disability adjudication in our office. While preparing cases for Judges, I have discovered 1,000s of cases (TX, AR, MI, OR, GA, IN, IL, LA) where claimants have filed self-employment (9K-16K), when in fact they have NEVER worked.   Claimant's earning records are relevant to disability adjudication in our office. While preparing cases for Judges, I have discovered 1,000s of cases (TX, AR, MI, OR, GA, IN, IL, LA) where claimants have filed self-employment (9K-16K), when in fact they have NEVER worked. Self-employment appears on SSA earning records. Claimants state on the record in Court that they have never worked. This is a scam across the U.S. that has enabled them to receive EIC checks of $3,050 (1 kid); $5,036 (2 kids); and $5,666 (3 kids). Although IRS self-employment fraud is not at issue before our Judges, it is questioned at hearings as to what the self-employment was. Claimants are caught off-guard because they do not think this shows up on their earning records. Self-employment also counts towards retirement benefits. If self-employment reporting requirements were stricter, the IRS could save billions in EIC checks going to people who have NEVER EARNED SELF EMPLOYMENT INCOME. 3K-6K per person (100K plus people commiting fraud) is A LOT OF GOV'T MONEY GOING OUT!

  At the IRS, each group within the business units purchase and stock their own supplies within their budget. Managers are forced to guess what items the group will need in the future and what quantity and purchase items based on this guess. In many cases, groups have cabinets of unused office supplies. For large government buildings, I suggest using a room in the building to serve as the building’s supply store. All business units in the building could be given a “supply credit card” with a limit based on their individual supply budget. The store can start out its inventory by giving reduced store credit for the current supply of unused office supplies that are scattered throughout the building. For future orders, the store can save money through bulk ordering based on building needs rather than individual group needs. This would result in reduced per item cost as well as delivery savings. Supplies can then be purchased on a need to have basis rather than a guesstimate of future needs. In addition, the individual business units could purchase only the quantity needed instead of the bulk quantity that is often required when purchasing supplies. It would also improve employee morale in that they would be able to get the product when needed.

  W&I Offline

  Each month a copy of the W&I Offline is available online via the IRWeb page. We then receive a paper copy of this same publication for distribution to approximatly 500 employees in our office. This to me is a waste of money. Most times, to many paper publications are sent and then shredded.I'm sure that most employees are also shredding their copies. These publications are in color and I'm sure are very costly to print ...more »
