CAPTAIN WILLIAM G. KELLY,

Captain (CAPT) William G. Kelly is a 1987 graduate
of the United States Coast Guard Academy. CAPT Kelly reports to Training
Center Cape May from his former position as the Director of the Coast
Guard’s Leadership Development Center (LDC).

In addition to his 10 years of
service in various command tours on board Coast Guard Cutters, CAPT Kelly
earned his Masters Degree in Instructional Systems Design from
CAPT Kelly served as the School Chief at Officer Candidate School (OCS) from 2003 to 2006 and as a Staff Officer at OCS from 1991 to 1994. Captain Kelly led the design and development of the Coast Guard’s Unit Leadership Development Program (ULDP), a web based leadership system designed to support and enhance the development of leaders of character throughout the Coast Guard. For his efforts on the ULDP CAPT Kelly was awarded the 2005 Federal Government Distance Learning Association, Diamond Award Winner for Leadership in Distance Learning
CAPT Kelly’s major Awards
include three Meritorious Service Medals, six Coast Guard Commendation
Medals, and the permanent Cutterman’s Pin.
