Vehicle Registration

For either a decal or a temporary pass, you will need to show your automobile registration, driver's license, military identification card and proof of insurance. Liability insurance is mandatory in California and you must be insured for a minimum of $15,000 bodily injury (per person), $30,000 bodily injury (per accident), and $10,000 property damage (per accident).

Online Vehicle Decal Renewal

All military installations issue Department of Defense decals that are honored at all other military bases.  Southwest Region Public Safety has made it easier for military and civilian personnel, contractor employees and retirees to renew expiring DoD vehicle decals. Decal renewals can be done online via Public Safety's Decal Renewal Request Form.

Temporary Passes 

Temporary Vehicle passes are issued at Pass and Decal (building 3436), Naval Base San Diego after hours, on weekends and holidays.

Responsible for the adjudication of all traffic and parking offenses

Motorcycles 

Riders must wear an ANSI-approved helmet with the chin strap firmly fastened, a full face shield, shoes or boots with leather sides and hard rubber or leather soles, full finger gloves, full-length trousers and a long sleeve shirt or jacket. A yellow or orange reflective vest with a 1-1/2 inch to 2 inch wide vertical or horizontal reflective stripe in front and back must be worn as an outer garment.

To be able to ride and park a motorcycle on Naval Base San Diego, all riders must attend a motorcycle safety course before a decal will be issued.

Bicycles

Bicycles may be ridden on Naval Base San Diego; helmets are required. Bicycles must be registered with Naval Base San Diego Pass and Decal and the State of California.

Several locations are available for the mandatory registration and safety inspections:
Any fire station in San Diego, every day from 8 a.m. to noon, 1 to 5 p.m. and 6 to 8 p.m. Registration costs $2 and is valid for two years.

Any fire station in Chula Vista or the Chula Vista Police Department Monday through Friday, 8 a.m. to 5 p.m. Registration costs $4 and is valid for three years.

National City Police Department, Saturday, 8 a.m. to noon. Registration costs $2 and is valid for one year.
The state registration safety inspectors check to ensure the brakes make one wheel skid on dry, level pavement and that the rider can comfortably grasp the handlebars.
