J4’s top priority is to provide world-class logistics support to those forces conducting Operation New Dawn, Operation Enduring Freedom, International Security Assistance Force and other EUCOM operations. As the logistics directorate, it enables strategic and operational readiness by coordinating logistics, health readiness, engineering and humanitarian support throughout EUCOM’s theater and optimizing joint and multinational force abilities. It focuses on maintaining freedom of access across the theater, as well as cost-saving initiatives that provide better and faster logistics. Additionally, the J4 Directorate directly influences EUCOM’s military construction infrastructure posture, preparing the command for future missions in Europe. 

The directorate is committed to developing lasting relationships with its logistics counterparts and strives to expand U.S. participation in NATO and multinational logistics. By building sustainable partner nation capacity in the area of logistics – via training, joint exercises, theater security cooperation, etc. – the logistics staff strengthen U.S. relationships with these partners and contribute to long-range regional stability.

Special emphasis is placed on expanding and enhancing EUCOM’s civil-military (humanitarian assistance) operations in the European region – from building schools in Moldova to providing disaster relief support to Israeli and Russia wildfire victims. The Helping People initiative, too, provides opportunities to partner with NGOs, USAID and other private partners with similar objectives.

Responsibilities include:

  • Ensuring EUCOM is operationally aligned and integrated with the commander’s priorities
  • Shaping theater-wide logistics operations, processes and capabilities every day
  • Using logistics as an engagement tool with multinational partners – building sustainable partner capacity and strengthening relationships
  • Integrating activities in a “whole of government” approach
  • Improving interoperability with coalition partners and optimizing the U.S. and multinational logistics enterprise to the fullest extent

    U.S. renovates Bolohani School in Moldova

    U.S. Ambassador to the Republic of Moldova William Moser and Mrs. Moser visited the village of Bolohan, where the United States is completing a $510,000 renovation of the Bolohani School. The renovation of the Bolohani School is a two phase project. Phase One -- the construction of new sanitary facilities was completed last week, and now students and faculty have access to indoor bathroom facilities. Phase Two -- the complete renovation of the school and its gymnasium will begin in December. The Bolohani School serves more than 200 children from three villages in the Orhei District. Renovation of the Bolohani School is being coordinated by the U.S. Embassy's Office of Defense Cooperation.

    Armenia clinic opens with help from USACE, EUCOM

    TALIN, Armenia -- Members of the local medical community gathered with representatives of the U.S. and Armenian governments Sept. 2 to celebrate the opening of a polyclinic.     DoD/ODC, with technical assistance by USAID/PEP, renovated Primary School "Bratstvo Migjeni" v. Sarakino, Municipality Tetovo. The renovation included replacement of all windows and doors, the roof, the floor, the central heating system, the light and electrical installation, reconstruction of toilets, installation of thermal façade, painting the external walls, painting the classroom walls and the installation of paths around the school.
