    Vice Admiral William D. French

    Commander, Navy Installations Command

    A graduate of Vanderbilt University with a Bachelors degree in Mechanical Engineering, Vice Admiral French was commissioned through the Naval Reserve Officer Training Corps Program in May 1979. He earned a Master of Science degree from Naval Postgraduate School in 1986 and a Master of Arts from the Naval War College in 1999.

    A submarine officer and graduate of the Navy’s Nuclear Power Training, French has served at sea in USS Spadefish (SSN 668), as Operations Officer in USS Sea Devil (SSN 664), and Engineer in USS Tecumseh (SSBN 628). He served as Executive Officer of USS Helena (SSN 725) and commanded USS Salt Lake City (SSN 716) homeported in San Diego.

    Ms. Anne Rathmell Davis

    Deputy Commander, Navy Installations Command

    Ms. Davis is currently the senior civilian responsible for policy, strategy, governance, and business management oversight for Navy shore support at 70 installations and 11 regions worldwide.

    Ms. Davis was appointed to permanent Senior Executive Service in July 2003 after completing two term SES appointments and has 18 years of Federal Service.

    CAPT Bette Bolivar

    Chief of Staff, Navy Installations Command

     Captain Babette “Bette” Bolivar was born in Honolulu, Hawaii.  She began her commissioned service after graduating from the United States Naval Academy in 1985.  She then reported to her first tour as the Fleet and Message Center Officer/CMS Custodian of the U.S. Naval Communications Station, San Miguel, Philippines.

    Command Master Chief Engles enlisted in the United States Navy in May 1981.  Upon completion of Recruit Training in Great Lakes, Illinois, he reported to Gunner’s Mate Technician Class “A” School.
