Housing for Unaccompanied Personnel

The CNIC Housing Program is also dedicated to providing suitable, affordable and safe living quarters for single Sailors. The Navy Housing Authority is responsible for Barracks and Dormitory Housing Operations and the Facilities/Public Works organization are responsible for the physical construction and renovation of these buildings. Housing and Facilities/Public Works closely work together to assure newly-constructed buildings and renovations meet Navy requirements, and are outfitted with furnishings, fixtures and equipment to meet Sailors needs.
 

Navy Barracks are programmed to house all single, Permanent Party Sailors in pay grades E1-E3 and E4 with less than four years’ service. We will also house as many E4s with more than four years’ service as possible.
 

Permanent Party E1-E3s are normally assigned to shared sleeping rooms with no more than two Sailors sharing a bath. E4s are normally assigned to private sleeping rooms with no more than two sharing a bath.
 

Students are housed in appropriate Dormitories. Students are typically housed in shared sleeping rooms.
 

There are several housing options available to single Sailors, based upon local availability and rank:
 

Government Housing – The majority of Permanent Party Barracks are Government owned/controlled and located on-base. The local Navy Housing Office or Housing Service Center (HSC) is responsible for determining eligibility, processing applications and making assignments. This office also manages Housing operations, including resident relations, and maintenance and repair coordination.
 

Privatized Housing - Privatized housing, also known as Public-Private Venture (PPV) housing, is owned by a private entity and governed by a business agreement in which the Navy has limited rights and responsibilities. The private entity (partner) is entirely responsible for the construction, renovation, maintenance and day-to-day management of the housing. Unaccompanied PPV housing is located both on and off base, and includes conveyed Barracks. Unaccompanied PPV housing is only available in the San Diego and Hampton Roads areas.
 

If you want to live in PPV housing, the local Unaccompanied Housing Office will process your housing application and refer you to the PPV management company that handles all resident matters, including leasing and maintenance.
 

Community Housing - According to the Department of Defense (DoD) and Navy policy, communities near military housing installations are to be the primary source of housing for single E5 personnel and above. Your Navy HSC can assist you in finding rentals, help you with home purchases, or help you find a roommate. They will assist you in locating suitable non-discriminatory housing in the local community
