"The activation of the 916th is the result of the Army's leadership vision to streamline contracting organizations to create more agile and responsive mission-focused units," said Col. The name change reflects the program's alignment with the Army's Network Modernization strategy. Sgt. 1st Class Darrick Bell, 410th Contracting Support Brigade, Fort Sam Houston, Texas, entered the Army in 1991 at Fort Leonard Wood, Mo. Prior to reclassifying as a contingency contracting officer, Bell served as an automated logistics specialist. "As a 92A, I prided myself in being proficient in every area of my field," said the Newport News, Va., native. "After speaking to several Contingency Contracting Officers and realizing the proficiency needed to write contracts, I decided to reclassify to 51C with hopes of building a similar reputation in my new career field."

For the more than 1,100 participants attending the Jackal Stone 10 exercise, the first day rigors of deployment were significantly reduced. Upon arrival, coalition members were quickly in-processed, bussed to their barracks and treated to a hot meal at the dining facility. Later that night, they were able to clean up in one of the many portable showers and crawl into a bed complete with blankets and linen placed neatly on top. All of this was made possible by four U.S. Army Soldiers who worked aggressively behind the scenes, without fanfare or hope of recognition - they were just doing their job. Making it their personal goal to ensure delivery of the basic necessities military personnel often take for granted, Maj. Jeyanthan Jeyasingam, Sgt. 1st Class Jerry L. Dysick and Staff Sgt. Derrick L. Reynolds from the 643rd Contingency Contracting Team out of Grafenwoehr, Germany and Staff Sgt. Carlet A. Clark, of the 411th Contracting Support Brigade out of Camp Humphreys, Korea, dealt directly with Polish and Lithuanian vendors to make sure the exercise ran smoothly.

A key part of our effort involves modernizing the technology infrastructure for an organization that had been relying on antiquated, labor-intensive and paper based processes. The mission of the ACC, which was established in 2008 as a major subordinate organization within the Army Materiel Command (AMC), is to provide global contracting support to warfighters through the full spectrum of military operations, including humanitarian relief operations such as those recently undertaken in Haiti. In these situations lives are often on the line and contracting plays a vital role in acquiring the goods and services needed for mission success.

Sgt. 1st Class Andres J. Garcia is the Senior Procurement Contracting Specialist for the 622nd Contingency Contracting Team in Grafenwoehr, Germany. Prior to his reclassification as a contracting NCO, Garcia, a native of Union City, NJ. distinctively served as a petroleum supply specialist. "I have served in many positions throughout my military career, from a Bradley crewmember to an advanced individual training instructor, leading, teaching, and mentoring soldiers," Garcia said. "I wanted to be able to contribute even more than what I have so far, and when I heard about what a 51C does and the impact it has, I decided to reclassify."

Good things come in small packages, and this can also be said for the undersized staff of the Mission and Installation Contracting Command Directorate of Contracting staff at Joint Base Myer-Henderson Hall. With a staff of just nine people, the contracting officials here support some of the Army's most visible units including the Old Guard, the Army Band and handles contracts to keep Arlington National Cemetery a national treasure. Led by Kenneth L. (Mitch) Mitchell, the director of contracting, the members of the DOC managed more than 1,200 contracts in fiscal 2009 valued at nearly $40 million. Already for fiscal 2010, the staff has worked 634 contracts worth more than $22 million.

The U.S. Army concluded its three-week assessment of a waveform that could help separated squads maintain communications despite terrain and obstructions, during its annual integrated capabilities event at Fort Dix on June 25. The U.S. Army Research, Development and Engineering Command's communications-electronics cenA,A!ter conducted a 36 node assessment of the Soldier Radio Waveform in a relevant field environment. This was done to gauge the waveform's ability to support platoon-level data and voice traffic from the rifleman up to the squad leader. When squads spread out, they can potentially loose communications due to obstructions in the terrain. SRW is "exciting" because the network "self heals" its fragmented connectivity by leveraging other squad radios using the waveform.

Sgt. 1st Class (P) Mario Murray is a contracting non-commissioned officer with the 901st Contingency Contracting Battalion, Fort Hood, Texas. Murray attended the Army Acquisition Basic Course in Huntsville, Ala., in February 2007, making him the first NCO to ever attend this course prior to establishing the 51C career field. Despite only having two months of contracting experience, Murray graduated at the top of the class and has always been a trendsetter in his career field, continuing to excel no matter what job or mission he is given.

The Fort Campbell Directorate of Contracting received the Excellence in Acquisition Leadership (Other Than Major Weapons Systems) Award in the 2010 Army Contracting Awards Program competition. The award was given "based upon outstanding mission support of customers, contracting innovations and process improvements and effective resource management." The Army Contracting Command, part of the Army Material Command, also recognized Fort Campbell's DOC for its continual support for Soldiers and Families, which was cited as "second to none." DOC Deputy Director Carl Heckmann said competition for the award was strong, and the win recognizes the quality work of Fort Campbell's contracting activity.
