DoDEA Procurement: Programs & Accomplishments

Federal Procurement Data System - Next Generation (FPDS-NG)

Since 1999, the U. S. Small Business Administration has used contract award data submitted into the Federal Procurement Data System to measure each agency's socioeconomic accomplishments. The Department of Defense Education Activity (DoDEA) has used FPDS for this purpose for several years. Under this method, if the award is not reported into FPDS, then it does not count toward the contracting activity's socioeconomic accomplishments.

The Office of Federal Procurement Policy (OFPP) establishes the formula for calculating socioeconomic accomplishments. The socioeconomic accomplishments are shown for each type of reporting mechanism.

Subcontract Reporting

Individual Subcontracting Report (ISR)

An SSR (formally the SF 294) collects subcontract award data from prime/subcontractors that:

  • hold one or more contracts over $650,000 ($1.5 million for construction); and
  • are required to report subcontracts awarded to Small Business (SB), Small disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HubZone Small Business (HUBZone SB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business concerns under a subcontracting plan.

The ISR is not required from small businesses or for commercial items for which a commercial plan has been approved, nor from large businesses in the DOD Test Program for Negotiation of Comprehensive Subcontracting Plans.

Summary Subcontracting Report (SSR)

An SSR collects subcontract award data from prime/subcontractors that:

  • hold one or more contracts over $650,000 ($1.5 million for construction); and
  • are required to report subcontracts awarded to Small Business (SB), Small disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HubZone Small Business (HUBZone SB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business concerns under a subcontracting plan.

Both the ISR and the SSR are now reported electronically through the Electronic Subcontracting Report System found at: Electronic Subcontracting Reporting System (ESRS).


Accomplishments

 June 12, 2008 - The Department of Defense Education Activity was awarded the 2007 Champions of Veterans Enterprise Awards Program in the Federal Achievement category. This very special event recognizes significant contributions by organizations and individuals who are dedicated to expanding business opportunities for veterans and service-connected disabled veterans. During fiscal year 2007, DoDEA awarded $2.4 million to service-disabled veteran-owned businesses. The award was presented to DoDEA by the Center for Veterans Enterprise.
