EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Provide oversight for daily operational and administrative aspects of an emergency responder training program.
  • Responsible for ensuring resident training facility utilization supports training calendar requirements, validating facilities are effectively used by contractors, and developing and coordinating facility enhancement projects based on engineering work package requirements.
  • Serve as the technical representative and principal coordinator for all aspects of training delivery based integrated end of course field exercises.
  • Provide oversight of an instructor certification program based on established policy by implementing a variety of contractor performance monitoring techniques and quality assurance evaluation tools.
  • Serve as a technical representative in the development, maintenance, evaluation and modification of curriculum associated with a nationwide training delivery program for emergency response providers from state, local, and tribal governments.

    GS-12:

    Specialized experience is one year of experience at the GS-11 level or equivalent, which has equipped you with the knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically related to the work of the position to be filled. Such qualifying experience is described as experience in providing oversight for operational and administrative aspects of training delivery and training facilities integration, large integrated operational exercises, and instructor qualification management. 

    GS-11:

    Specialized experience is one year of experience at the GS-09 level or equivalent, which has equipped you with the knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically related to the work of the position to be filled. Such qualifying experience is described as experience making recommendations on operational and administrative aspects of training delivery and training facilities integration, large integrated operational exercises, and instructor qualification management.

    OR

    You may substitute education for specialized experience as follows:

    Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Education must be related to the position to be qualifying.  Attach a copy of transcript or list of college courses designated semester or quarter hours earned to ensure proper credit.

    The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy.     2.  Rating: Your application will be evaluated in the following areas:  Ability to assess training facility utilization, develop utilization plans, and develop concept documents associated with training facility enhancements; ability to identify project/program stakeholders, coordinate activities, and develop action plans associated with training related activities or exercises, ability to participate as a technical expert on a course development team, perform instructor audits, and assess participant evaluation data; ability to develop formal concept papers, reports, and present briefings to senior leadership; and ability to effectively communicate in writing.  We may lower your rating if your responses to the online questions are not supported by the education and/or experience described in your application. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories, Best Qualified, Well Qualified, Minimally Qualified, depending on your experience and education related to this position. Veterans'preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
