Mr. Graham is a retired Army Officer with over 30 years of experience as a
Military Attorney, or Judge Advocate. He has an extensive background in
International Law, with a mix of assignments in the United States, Europe, Latin
America, and the Middle East. Mr. Graham has a long standing relationship with
the former Judge Advocate General’s School and the University of Virginia, as he
has served as a professor, a Department head, and Academic Director of the
School, as well as the Director of the Center for Law and Military Operations,
now an integral part of the Legal Center and School. He is a published
author in multiple legal journals and has lectured extensively in both US and
international fora. His education includes:
