PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service. 

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency, (FEMA), Region III, Response Division, in Philadelphia PA.  The incumbent will serve as an advisor to the Director of the Response Division and will lead and perform a wide variety of emergency management and operational program functions critical to meeting the mission and strategic goals of the division.

 

  • Ability to analyze plans to ensure that the actions required of each activity are integrated into a comprehensive project plan in support of the overall program plans that support disaster or crisis operations.
  • Experience applying the knowledge of emergency management laws and regulations in order to develop and implement plans to assist State and local governments to prepare for and respond to all-hazards.
  • Experience in guiding the development and execution of detailed work plans, budgets and projects plans to support ongoing operations, including the establishment and management of metrics and innovative solutions to challenging problems in disaster relief operations.
  • Experience managing large numbers of employees during disaster operations.
  • Ability to communicate effectively orally to various levels of Federal, State and local governments and private organizations.
  • Ability to communicate effectively in writing to various levels of Federal, State, and local governments and private organizations.

You qualify for this position at the GS-13 level if you possess one of the following:  One year of specialized experience at the next lower grade in the Federal government.  Specialized experience is described as managing the development and implementation of complex logistics and operations programs to include coordination, decision making, resource management and prioritizing of plans and projects. In order to be credible, specialized experience must have been gained within the National Incident Management System/Incident Command System compliant organization.
