    Ohio's 13th Congressional District truly is a great place to live, raise a family and do business. Congresswoman Sutton has lived most of her life in and around the communities that make up much of the district, and she is proud to represent the people and places she knows and loves so much.

    Originally nicknamed the “Turnpike District”, the 13th Congressional District’s unique shape traces across the shoreline of Lake Erie in Lorain County, captures the “Emerald Necklace” of the Cleveland MetroParks and the Cuyahoga Valley National Park, and extends south to include the Portage Lakes State Park in Summit County. The 13th Congressional District is also home to institutions of higher learning such as Lorain County Community College and The University of Akron.

    The 13th Congressional District stretches across four of Northeast Ohio’s most populous counties, Lorain, Cuyahoga, Medina, and Summit, and it includes all or some of over thirty communities.

Rep. Sutton Announces that Recovery Funding for Transit Can Be Used for Operational Costs

Washington, D.C. - Today, Congresswoman Sutton announced that transit authorities can use up to ten percent of each amount apportioned in the Recovery Act for operating costs. This language was included in the Supplemental Appropriations Act of 2009 that was signed by President Obama yesterday afternoon. The Lorain County Transit Authority has received an award of $4 million from the American Recovery and Reinvestment Act and will now be able to use up to ten percent for its operating costs.

On May 18, 2009, Congresswoman Sutton along with 67 of her colleagues in the House sent a letter to Congressman Oberstar, Chairman of the House Committee on Transportation and Infrastructure, urging him to allow transit authorities to use federal transit funds for operational costs to address the current crisis. As a result of this letter, language was included in the Supplemental Appropriations Act of 2009 permitting this usage.

"It is important that we keep these critical services up and running that so many families depend upon," Rep. Sutton said.

"This is a wonderful opportunity to help us continue transit services without having to make so many of the severe cuts that have been proposed. Congresswoman Sutton has done a wonderful job of working with the President and Congress on this legislation which is out of the box thinking - exactly what is needed during these challenging times," said Lorain County Commissioner Ted Kalo.

In addition, Congresswoman Sutton is a cosponsor of H.R. 2746 that would allow public transit authorities to use future federal transit funding received for operating expenses. Under current law, transit systems located in areas above 200,000 in population may not use federal transit funds for operating assistance, which puts a huge strain on their ability to maintain or expand service. The bill awaits consideration in the House Committee on Transportation and Infrastructure.

In addition to funding for our troops, pandemic flu response and other urgent needs, The Supplemental Appropriations Act of 2009 includes Rep. Sutton's CARS Act, additional funding for soldiers that have been subject to stop-loss and expanded language for firefighter grants.
