The US Coast Guard under Title 46 part 10 of the Code of Federal Regulations has created a new credential. It combines the individual Merchant Mariner Document, license, and Certificate of Registry as well as the STCW endorsement into a single credential that serves as the Mariner's qualification document.
We highly recommended that you use Pay.Gov - Credit Card Payment Form in order to pay for your Original credential. It is fast, safe, and reliable method of payment. See Title 46 CFR 10.219.
Payment Instructions
If a mariner pays by check or money order, the mariner should not be disclosing their full social security number on the method of payment. Title 46 of the CFR, Part 1-40, 10.219(d)(4), the applicant only needs to disclose his or her full legal name and last four digits of applicant's security number on the front of check or money order (credit card payment form).
