Captain Anthony S. Lloyd comes to the National Maritime Center after serving as Chief of the Office for Incident Preparedness and Management and Vice Chair for the National Response Team and Interagency Coordinating Committee on Oil Pollution Research for the US Coast Guard.
The National Maritime Center is the licensing authority for the United States Coast Guard under the auspices of the Department of Homeland Security. Our mission is to issue credentials to fully qualified mariners in the most effective and efficient manner possible in order to assure a safe, secure, economically efficient and environmentally sound Marine Transportation System.
In December of 2007 the National Maritime Center moved into their new permanent residence, which is located at 100 Forbes Dr. in Martinsburg, West Virginia. The NMC is headed up by Captain Anthony S. Lloyd, who is the commanding officer of operation. Captain Lloyd's vision is to bring the NMC into the 21st century by updating our technology ability to process credentials in the most efficient and effective manner.
Today, NMC handles approximately 240,000 plus actively employed merchant mariners from 195 different countries. We maintain records on more than 2.4 million mariners around the world. These mariners serve as crew members aboard vessels operating on America's waterways and the world's oceans.
In 2006 the National Maritime Center began the process of centralization of the credentialing process by combining all 17 Regional Exam Center (REC) located throughout the United States. RECs used to be the tasking authority in regards to issue Merchant Mariner Documents to all mariners. However, this duty changed with the creation of the National Maritime Center. By centralizing the process we have seen a vast improvement by increasing credential processing time, improved customer services, and assurances that the products and services provided to the mariners by this program consistently meet high standards of quality.
