Annotation: This document presents background information, guidelines, and application forms for Federal grants under the National Criminal History Improvement Program (NCHIP) of the Department of Justice for fiscal year 1996.
Abstract: The program focuses on the establishment, maintenance, and use of criminal history records and criminal record systems. The 1995 NCHIP program covered criminal history records improvements. The 1996 program includes criminal history records improvements and expands to include serious misdemeanors against children, the elderly, and the disabled and improving access to domestic assault protection orders. The 1996 program also permits funds to be used to assist States in proving rapid, inexpensive, reliable background checks on individuals who wish to work with sensitive populations. Only one application will be accepted from each State. The application may be for up to 12 months. Appended application requirements, administrative requirements, and application form
