Assistant Commissioner, James F. Tomsheck

Assistant Commissioner for Internal Affairs
James F. Tomsheck was appointed Assistant Commissioner, Office of Internal Affairs, in June 2006. In this position, he serves as the Chief Security Officer for CBP and oversees a wide range of investigative and security functions and programs, including applicant and employee background investigations and clearances; employee integrity and misconduct investigations; integrity awareness; corruption detection through research and analysis of all available data; operational field testing; credibility assessment, including polygraph examination; physical, informational, industrial, internal, and operational security; and management inspections. The Office of Internal Affairs mission is clear and critically important - to promote the integrity and security of the CBP workforce.

Since assuming his position, Mr.Tomsheck has expanded and restructured the Office of Internal Affairs to more effectively meet the needs of CBP, the Federal government’s largest law enforcement workforce. Mr. Tomsheck has developed and implemented a comprehensive integrity strategy designed to prevent, detect and investigate all threats to the integrity of CBP. The Office of Internal Affairs has significantly increased staff and updated processes to support CBP’s major hiring initiatives. Two new divisions have been established to carry out operational field testing and credibility assessment functions, and investigative resources have been field-deployed in twenty new field offices.

Prior to joining U.S. Customs and Border Protection, Mr. Tomsheck served as Deputy Assistant Director of the Office of Investigations, United States Secret Service. His areas of responsibility included the oversight of twenty-two field offices, twelve resident offices, and twenty-one resident agencies for the United States Secret Service. Previously, Mr. Tomsheck served as the Deputy Assistant Director of the Office of Government & Public Affairs.

Mr. Tomsheck began his Secret Service career in May 1983 as a Special Agent assigned to the Detroit Field Office. He was later transferred to the Secret Service’s Forensic Services, where he was assigned from 1986 to 1990, after which he was assigned to the Presidential Protective Division for four years. Following his protective assignment, he served at the Secret Service’s Liaison to Western Canada in Bellingham, Washington, for over three years. During this assignment, he was dedicated to cross-border initiatives, focusing on transnational organized crime issues. Mr. Tomsheck achieved the position of Resident Agent in Charge of the Vancouver Resident Office, a permanent Secret Service liaison office for Western Canada, from November 1997 to March 2000. Mr. Tomsheck was promoted to the position of Assistant Special Agent in Charge of the San Francisco Field Office from March 2000 to October 2001. In October 2001, Mr. Tomsheck was transferred to the Rowley Training Center, where he served as the Assistant to the Special Agent in Charge. Mr. Tomsheck was later promoted to the position of Special Agent in Charge of the Office of Human Resources and Training, where he served until assuming his position as the Deputy Assistant Director of the Office of Government and Public Affairs in November 2002.

Mr. Tomsheck is a native of Nebraska and a graduate of the University of Nebraska at Omaha with a B.S. degree in Criminal Justice. Mr. Tomsheck also served as a Police Officer for the City of Omaha for over eight years in a variety of assignments. Mr. Tomsheck’s accomplishments cumulate over thirty-four years of law enforcement experience.

Office of Internal Affairs (IA), headed by an Assistant Commissioner, has oversight authority for all aspects of CBP operations, personnel and facilities. IA is responsible for ensuring compliance with all CBPwide programs and policies relating to corruption, misconduct, or mismanagement and for executing the internal security, integrity, and management inspections program. Through the national headquarters in Washington, D.C., and strategically located regional field offices, IA screens potential CBP employees for suitability; educates employees concerning ethical standards and integrity responsibilities; conducts inquiries into employee misconduct allegations; evaluates physical security threats to CBP employees, facilities, and sensitive information; and inspects CBP operations and processes for managerial effectiveness and improvements.
