Assistant Commissioner, Donna A. Bucella

Donna A. Bucella was appointed on August 2, 2010, to serve as the Assistant Commissioner of U.S. Customs and Border Protection, Office of Intelligence and Investigative Liaison (OIIL). Prior to joining CBP, Ms. Bucella worked at the law firm of Foley and Lardner in Washington, D.C. She has also served in the U.S. Army and retired at the rank of Colonel. Ms. Bucella has an extensive background in intelligence, law enforcement, terrorist screening, and security. She served as the first Director of the Terrorist Screening Center at the FBI. Ms. Bucella directed the first consolidation of all terrorist watch lists and developed the coordination of anti-terrorism efforts between law enforcement, the military, DHS, the private sector, and the intelligence community.

After 9/11, she served as Director for the Southeast Region in Aviation Operations for the newly created Transportation Security Administration. In this role, she oversaw security operations at 80 federal airports.

Previously, Ms. Bucella was an Assistant United States Attorney in the South District of Florida. She was also the Director of the Executive Office for United States Attorneys (EOUSA) and the United States Attorney for the Middle District of Florida. While at the EOUSA, she was deeply involved in the investigation of the Oklahoma City Bombing and received the highest award from the Department of Justice for her participation. As U.S. Attorney, she had a special emphasis on cyber crimes, narcotics, espionage, healthcare, financial fraud, and public corruption.

Ms. Bucella graduated from the University of Virginia and earned her law degree from the University of Miami School of Law. She has won numerous prestigious awards, including the Attorney General’s Exceptional Service Award (1997) and the Legion of Merit (2008).
