Assist Visits
Health care and business functions are more likely to achieve their goals when organizations implement privacy best practices. Most importantly, an educated workforce can optimize beneficiary trust in the protection of personally identifiable information (PII) and protected health information (PHI). Through an objective review of privacy practices, the Assist Visit team will meet with the TRICARE Management Activity (TMA) workforce and review plans, policies, and procedures in an effort to improve processes for safeguarding PII/PHI and share best privacy practices.
Established by the TMA Surveillance Program Memorandum, the Privacy and Civil Liberties Office Assist Visit program provides organizational assistance for TMA program offices, TRICARE Regional Offices (TROs), and TRICARE Area Offices (TAOs) to help ensure compliance with established Health Affairs (HA) and TMA policies and business practices.
The areas that the Assist Visit team will review include areas of concern related to both the Privacy Act and Health Insurance Portability and Accountability Act (HIPAA). Some of these are:
- Individual Rights
- Systems of Record
- Uses and Disclosures of PII/PHI
- Data Sharing Agreements
- Business Associate Agreements
- Breach Prevention, Response, and Mitigation
- Penalties for violating Privacy Act or HIPAA
- Records Management
- Safeguards for protecting PII/PHI
- Educational Awareness of PII/PHI
