Brig. Gen. Gregory J. Touhill is the director, Command, Control, Communications and Computer Systems (TCJ6), U.S. Transportation Command, Scott Air Force Base, Ill.

Mission

The directorate is responsible for long-range planning, policy guidance, direction, technical, control, and program management for projects involving the development and implementation of major transportation management systems Department of Defense (DOD)-wide.

Divisions & Directorates

DISA-FO (Field Office) (DISA-FO)

The DISA USTRANSCOM Field Office brings efficiencies and effectiveness by leveraging DISA products and services in support of USTRANSCOM?s deployment and distribution mission. As an advocate for DISA and USTRANSCOM, our primary goal is to help each further their mission in support of the warfighter . The Field Office is a force-multiplier by providing expertise closely integrated into USTRANSCOM staff and processes. Acting as the direct representative of the DISA Director, the Field Office is the focal point for DISA activities to USTRANSCOM.

Distribution Enterprise Architectures Division (TCJ6-A)

Develops, aligns, maintains, and integrates operational, systems, and technical views for the EA. Facilitates changes in the EA as driven by duplication and gap analysis of capabilities and requirements. Encourages EA Compliance of all IT Systems. Manages Enterprise Architecture waiver process. Manages Corporate Resource Information Source (CRIS) database. Performs configuration management ensuring sequencing of EA development.

Distribution Portfolio Management (TCJ6-D)

Delivering maximum effective operational capabilities to the warfighter, through optimization of Information Technology (IT) investments across the spectrum of IT systems within DOD's Distribution Portfolio.

Executive Administration (TCJ6-EA)

Provides executive support to a one-star command suite and two SES personnel, supporting over 400 military, government, and contractor personnel. Provides guidance and technical expertise in security, administrative communications, forms, and records management. Processes official mail traffic (both incoming/outgoing) and transmits to divisions. TCJ6-EA is the Security Manager and Defense Travel System Administrator for the directorate.

CIO & DPfM Division (TCJ6-I)

Analyzes, selects, controls and evaluates all Distribution and Deployment-related IT systems. Facilitates the analysis and evaluation of IT systems requirements and capabilities for USTRANSCOM mission and strategic planning contribution and applicability. Implements and manages Portfolio Management for new, changing, and updated TWCF and Distribution IT and functional requirements and capabilities. Facilitates the development of business case studies. Manages IT Policy and Investment Management, and supports the Corporate Governance Process (CGP). Develops, implements, and manages IT funding strategy based on IT requirements and capabilities. Manages systems migration to the EA Technical View (TV). Ensures CIO Statutory Compliance. Develops, reviews, and integrates IT Systems Policy. Manages and oversees IT contracts. Develops and manages IT strategic planning. Manages division budget/resources.

Operations and Readiness Division (TCJ6-O)

Responsible for all USTRANSCOM communications-computer current operations (systems and networks), information security, information management, command-wide communications planning support for contingencies and exercises, and spectrum management. TCJ6-O Division is operationally responsible for all aspects of the Integrated Data Environment Global Transportation Network Convergence (IGC) system. IGC is USTRANSCOM`s premier C4 system supporting Defense Transportation System (DTS) customers worldwide. By providing DTS customers located anywhere in the world a seamless, near-real-time capability to access and employ transportation and deployment information, IGC is an automated command and control information system that supports the family of transportation users and providers, both Department of Defense (DOD) and commercial, with an integrated system of in-transit visibility information and command and control capability. TCJ6-O Division also manages command Communications Security (COMSEC), Computer Security (COMPUSEC), TEMPEST programs, and provides oversight of the DTS Information Security, Information Assurance and Information Protection programs to include USTRANSCOM and the Transportation Component Commands' network infrastructure.

USTRANSCOM Program Management Office (TCJ6-P)

Programs Division is responsible for managing, developing, and implementing USTRANSCOM-validated Command, Control, Communications, and Computer Systems (C4S) programs and for providing command oversight for DOD and Joint Staff C4S programs.

Joint Information Technology Transformation Project Office (TCJ6-S) (JITTPO)

Provide project vision, oversight, and management harmonization necessary to implement transformation of Command campus IT as well as implement BRAC COMM-0142 direction.

Distribution Capabilities and Support Division (TCJ6-X)

Distribution Capabilities and Support Division is designated the Enterprise Infrastructure Portfolio Manager. Division roles include enterprise oversight and management on acquisition of hardware, software and services supporting Infostructure, Local Area Networks, C4S and Information Assurance. The Division also serves as the Future Capabilities Manager providing integration and collaboration across joint capabilities and communities. Division roles also consist of managing joint training program including Directorate specific requirements and command-wide C4S courses including classroom instruction. The Division manages a central personnel and manpower program to include the Directorate budget.
