NARR/REF A IS THE DEPUTY COMMANDANT OF MANPOWER AND RESERVE AFFAIRS APPROVAL OF A PROGRAM ALLOWING ACTIVE COMPONENT OFFICERS TO TRANSFER TO THE RESERVE COMPONENT WHO ARE WITHIN 12 MONTHS OF THEIR END OF ACTIVE SERVICE (EAS) DATE.  REF B IS THE CONTRACT WHICH OBLIGATES THE MARINE TO A MINIMUM OF TWO YEARS IN THE SELECTED MARINE CORPS RESERVE.  REF C IS THE MARINE CORPS PERSONNEL ASSIGNMENT POLICY.  REF D IS THE MARINE CORPS RESERVE ADMINSITRATION MANUAL.  REF E IS CHANGE 1 TO MCBUL 1001 INACTIVE DUTY TRAINING (IDT) TRAVEL REIMBURSEMENT.  REF F IS THE MCBUL 7220 CHANGE 1 TO FISCAL YEAR 2012 (FY12) SELECTED MARINE CORPS RESERVE (SMCR) UNIT OFFICER AFFILIATION BONUS (OAB).  REF G IS MCBUL 1500 SELECTED MARINE CORPS RESERVE (SMCR) PRIOR SERVICE MOS RETRAINING PROGRAM (PSMRP).

GENTEXT/REMARKS/1. PURPOSE.  ANNOUNCING THE FY13 COMPANY GRADE OFFICER EARLY OUT PROGRAM.  THE PROGRAM ALLOWS ACTIVE COMPONENT (AC) MARINE OFFICERS TO TRANSFER TO THE RESERVE COMPONENT WHO ARE 12 MONTHS OR LESS FROM THEIR EAS.  THIS PROGRAM REQUIRES A MINIMUM TWO YEAR OBLIGATION TO THE SELECTED MARINE CORPS RESERVE (SMCR).  THIS DIRECT AFFILIATION PROVIDES TRANSITIONING AC OFFICERS SEAMLESS CONTINUATION OF THEIR CAREERS AS RESERVISTS AND AN OPPORTUNITY TO GUARANTEE A RESERVE BILLET PRIOR TO REACHING THEIR EAS.  DIRECT AFFILIATION ALLOWS OFFICERS TO ACCESS THE TRICARE TRANSITIONAL ASSISTANCE MANAGEMENT PROGRAM (TAMP) THAT INCLUDES A SIX MONTH EXTENSION OF THEIR EXISTING TRICARE BENEFITS.  ALL AFFILIATED RESERVISTS HAVE ACCESS TO TRICARE RESERVE SELECT.  THERE IS A 10,000 DOLLAR OFFICER AFFILIATION BONUS (OAB) FOR OFFICERS WHO OBLIGATE TO SERVE THREE YEARS IN THE SMCR PER REF E.  THE 10,000 DOLLAR AFFILIATION BONUS IS NOT CONTINGENT ON USING THE COMPANY GRADE OFFICER EARLY OUT PROGRAM.
2. ELIGIBILITY.
  A. EFFECTIVE DATE OF TRANSFER MUST BE 12 MONTHS OR LESS FROM THE OFFICER'S END OF ACTIVE SERVICE DATE.
  B. TIME ON STATION REQUIREMENTS APPLY PER REF C.
  C. APPLICANTS MUST BE ABLE TO AFFILIATE WITH ASSIGNED SMCR UNIT WITHIN 30 DAYS OF TRANSFER FROM THE ACTIVE COMPONENT.
  D. APPLICANTS MUST NOT BE CAREER DESIGNATED.
  E. PER REF E, MARINES ELIGIBLE FOR IDT TRAVEL REIMBURSEMENT ARE NOT CONSTRAINED BY THE COMMUTING DISTANCE LIMITATIONS IN REF D.APPLICANTS WILL BE REQUIRED TO WAIVE MAXIMUM COMMUTING DISTANCE VIA SEPARATE AGREEMENT IF REQUIRED.
3. COORDINATING INSTRUCTIONS.
  A. HQMC (MP) MAINTAINS ALL POLICY ASSOCIATED WITH THIS PROGRAM.
  B. HQMC (MM) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS.
  C. INDIVIDUAL MARINES MUST SUBMIT REQUESTS TO PARTICIPATE IN THE COMPANY GRADE EARLY OUT PROGRAM WITH AN AA FORM VIA THEIR CHAIN OF COMMAND (TO THE FIRST ADCON O5 COMMANDER) THEN VIA HQMC (MMOA-3).  FOLLOWING MMOA-3 THE REQUEST WILL BE SENT TO RESERVE AFFAIRS/RESERVE CONTINUATION TRANSITION (RA/RCT).  ANY OFFICER THAT IS TAD, FAP, OR TEMPORARILY ASSIGNED TO ANOTHER UNIT MUST RECEIVE APPROVAL FROM THEIR PARENT COMMAND.  OFFICERS INTERESTED IN THIS PROGRAM ARE ENCOURAGED TO SUBMIT THE AA FORM UP TO 18 MONTHS FROM THEIR REQUESTED EAS AND NO LATER THAN 4 MONTHS PRIOR TO THEIR REQUESTED EAS TO ENSURE ADEQUATE PROCESSING TIME.
    (1) REQUESTS MUST INCLUDE THE FOLLOWING:
      (A) REQUESTED DATE FOR EAS (NOT EARLIER THAN 12 MONTHS FROM THE EXISTING EAS).
      (B) REQUESTED BIC/RUC.  THESE CAN BE OBTAINED WITH PRIOR COORDINATION WITH THE LOCAL RESERVE TRANSITION COORDINATOR (RTC) OR RESERVE CONTINUATION TRANSITION BRANCH (RCT).  SEE CONTACT INFORMATION AT END OF THIS MARADMIN.
      (C) INCENTIVE AND LATERAL MOVE REQUESTS, IF APPLICABLE.
  D.  COMMANDERS WILL RECOMMEND APPROVAL OF A SPECIFIC DATE FOR SEPARATION WHEN ENDORSING A MARINES REQUEST FOR EARLY RELEASE.  COMMANDERS WILL PROVIDE SPECIFIC JUSTIFICATION FOR INDIVIDUAL MARINES NOT RECOMMENDED FOR APPROVAL TO PARTICIPATE IN THE PROGRAM.
  E.  HQMC (RA/RCT) WILL PROVIDE A CONCUR/NON-CONCUR RECOMMENDATION OF MARINES WHO SEEK AFFILIATION TO THE SMCR.
    (1) RCT WILL SCROLL OFFICERS FOR A RESERVE COMMISSION.  SEPARATION FROM THE ACTIVE COMPONENT IS CONTINGENT UPON APPROVAL FOR A RESERVE COMMISSION, SUBMISSION OF AGREEMENT TO WAIVE MAXIMUM COMMUTING DISTANCE, COMPLETION OF NAVMC 11775, AND SUBMISSION OF LATERAL MOVE AGREEMENT IN THE CASE OF RETRAINING AS PER REF G.
    (2) APPLICATIONS ARE VALIDATED BY RCT BRANCH FOR BIC AVAILABILITY, LATERAL MOVE PROGRAM (IF REQUIRED), AND OFFICER AFFILIATION BONUS (IF APPLICABLE).  ONCE THE BIC IS VALIDATED, THE SMCR NEEDS REPORT IS UPDATED BY RESERVE AFFAIRS TO INDICATE THE BIC IS RESERVED FOR DIRECT AFFILIATION OF THE APPROVED MARINE.
    (3) RCT WILL PROVIDE COPIES OF EARLY OUT DIRECTIONS TO GAINING UNITS WITH INSTRUCTIONS TO CONTACT AND MAINTAIN VISIBILITY ON TRANSITIONING MARINES.  PROGRAM SUCCESS WILL REQUIRE GAINING UNITS TO ENGAGE TRANSITIONING MARINES AND WELCOME THEM TO THEIR NEXT ASSIGNMENT.  UNITS ARE DIRECTED TO CONTACT MARINES UPON RECEIPT OF DIRECTIONS FROM RCT.  THE UNIT JOIN LETTER WILL INCLUDE THE BIC AND THE REPORT DATE.
  F. MMOA-3 WILL RETURN APPLICATIONS TO OFFICERS VIA EMAIL AND WILL INCLUDE ASSIGNMENT INSTRUCTIONS AND IF APPLICABLE, INCENTIVE PROCESSING AND RETRAINING INSTRUCTIONS FOR OFFICERS AND SMCR UNITS.  OFFICERS MUST SIGN RECEIVING ENDORSEMENT ACKNOWLEDGING RECEIPT AND IF ACCEPTING AN INCENTIVE OR SCHOOL SEAT FOR RETRAINING, SIGN THE APPLICABLE WRITTEN AGREEMENT.  THE OFFICER OR RTC CAN RETURN THESE DOCUMENTS TO RCT FOR FINAL PROCESSING AND COORDINATION.
  G. SMCR UNITS RECEIVING EARLY OUT MARINES MUST ESTABLISH A MUTUALLY FEASIBLE REPORT DATE WITH THE TRANSITIONING MARINE.  UNITS WILL SCHEDULE THE MARINE AN INACTIVE DUTY TRAINING (IDT) ADDITIONAL PAID DRILL (APD) WITHIN THE DRILL MANAGEMENT MODULE (DMM) AND MUSTER MARINES WITHIN DMM UPON ARRIVAL WITH SUBSEQUENT UNIT DIARY ACTION TAKEN TO JOIN MARINES.  THE IDT DRILL IS SCHEDULED AND ENTERED IN ORDER TO CLARIFY POTENTIAL AMBIGUITY IF LINE OF DUTY DETERMINATION IS REQUIRED IN THE EVENT OF AN INJURY.
  H. TRANSITIONING OFFICERS MAY BE QUALIFIED TO RECEIVE INACTIVE DUTY TRAVEL REIMBURSEMENT (IDT) PER REF D.
