GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES THE EMERGENCY MANAGEMENT COMMAND AND COORDINATION (EMC2) PROJECT AND PROVIDES INTERIM GUIDANCE FOR EMERGENCY DISPATCH OPERATIONS.  THIS MESSAGE HAS BEEN COORDINATED BETWEEN DEPUTY COMMANDANT, PLANS, POLICIES AND OPERATIONS (DC, PPO) PS; DEPUTY COMMANDANT INSTALLATIONS, AND LOGISTICS (DC, IL) MARINE CORPS INSTALLATION COMMAND (MCICOM) G-3; AND DIRECTOR, COMMAND, CONTROL, COMMUNICATIONS, AND COMPUTERS (DIR, C4).
2. BACKGROUND: EMC2 IS AN ONGOING ACQUISITION PROJECT WITHIN THE SUPPORTING ESTABLISHMENT WITH A DESIRED END STATE OF PROVIDING MARINE CORPS INSTALLATIONS WITH A SEAMLESS ABILITY TO HANDLE ALL EMERGENCY MANAGEMENT COMMUNICATIONS FUNCTIONS (I.E., REQUESTS FOR EMERGENCY AND CRISIS SERVICES/CAPABILITIES, EMERGENCY DISPATCH, AND RESPONSE, COMMON OPERATIONAL PICTURE, INFORMATION SHARING AND EMERGENCY OPERATIONS CENTERS) THROUGH ALL FORMS OF COMMUNICATIONS MEDIUMS (VOICE, VIDEO, DATA) AND SUPPORTING INFORMATION TECHNOLOGY INFRASTRUCTURE.  THIS END STATE REQUIRES A MULTI-YEAR PROGRESSIVE EFFORT TO ACHIEVE THE NECESSARY ON-SCENE SITUATIONAL AWARENESS (INCIDENT COMMAND) AND COMMON OPERATIONAL PICTURE (INCIDENT MANAGEMENT).
2.A. EMC2 IS DESIGNED FOR FIRST RESPONDERS AND EMERGENCY MANAGERS AND SHOULD NOT BE CONFUSED WITH TITLE 10 COMMAND AND CONTROL COMMUNICATIONS REQUIREMENTS THAT SUPPORT THE OVERARCHING CRISIS MANAGEMENT NEEDS OF INSTALLATION COMMANDERS. WHILE SEVERAL INCIDENTS ACROSS THE MARINE CORPS HIGHLIGHTED THE GAP IN EMERGENCY COMMUNICATIONS CAPABILITIES, THE SECDEF REPORT POST-FORT HOOD PROVIDED THE IMPETUS FOR ADDRESSING CAPABILITY GAPS.  EMC2 IS A DIRECT RESPONSE TO THOSE RECOMMENDATIONS.
2.B. EMC2 DEPENDS UPON NUMEROUS ELEMENTS, INCLUDING BASE AND COMMERCIAL TELEPHONE, INFORMATION TRANSPORT INFRASTRUCTURE CONSISTING OF BASE TELECOMMUNICATIONS INFRASTRUCTURE (BTI) AND ENTERPRISE LAND MOBILE RADIO (E-LMR) PROGRAMS, MASS NOTIFICATION AND WARNING SYSTEMS (MNWS), AND CONSOLIDATED EMERGENCY RESPONSE SYSTEM (CERS).
2.C. THIS MARADMIN PERTAINS SPECIFICALLY TO THE ACQUISITION OF THE E-LMR (SLICE) AND CERS PORTIONS OF EMC2.  E-LMR (SLICE) IS THE PORTION OF THE E-LMR PROGRAM THAT DIRECTLY RESPONDS TO THE CERS PROGRAM, AND IS LIMITED TO POPULATED AREAS ABOARD INSTALLATIONS.  E-LMR (SLICE) AND CERS ARE CRITICAL ELEMENTS OF EMC2 THAT MUST BE ADDRESSED TO PROVIDE EMERGENCY RESPONDERS THE ABILITY TO PROTECT LIFE AND PROPERTY ABOARD MARINE CORPS INSTALLATIONS.
3. EXECUTION: DC, PPO IS RESPONSIBLE FOR OVERALL POLICY AND DOCTRINE FOR EMC2, COP, EMERGENCY OPERATION CENTERS (EOC) AND MNWS PROVIDING CONTINUITY FOR THE PROGRAM AND ALLOWING FOR STANDARDIZATION.  COMMANDER, MARINE CORPS SYSTEMS COMMANDS (MARCORSYSCOM) IS THE EXECUTIVE AGENT FOR THE ACQUISITION OF EMC2.  DC, IL, VIA MCICOM, IS RESPONSIBLE FOR OVERALL OPERATIONAL MANAGEMENT AND SUSTAINMENT OF EMC2 CAPABILITIES THROUGHOUT MCICOM AND AT TECOM-SUPPORTED INSTALLATIONS. DIR, C4 IS RESPONSIBLE FOR ALL CHIEF INFORMATION OFFICER-RELATED FUNCTIONS, POLICY GOVERNING THE SECURE OPERATION OF THE MARINE CORPS ENTERPRISE NETWORK (MCEN), AND IS THE MCEN'S INFRASTRUCTURE PROPONENT.
3.A. EMC2 (CERS AND E-LMR (SLICE)) ARE ACQUISITION PROGRAMS THAT ARE FULLY FUNDED IN POM14.  OPERATIONAL SITE/ACTIVATION FUNDING IS ALSO AVAILABLE AND INITIAL FIELDING OF EMC2 CAPABILITY SETS WILL BEGIN IN FY13.  FULL FIELDING OF THE EMC2 CAPABILITY IS EXPECTED BY FY18.  FIELDING WILL OCCUR WITH COMMERCIAL WARRANTY, INITIAL CONTRACT LOGISTICS SUPPORT AND PLANNED TECHNOLOGICAL REFRESH IN FUTURE POM CYCLES.
3.B. MCICOM AND MCI REGIONAL COMMANDS ARE RESPONSIBLE TO ENSURE ALL REQUIRED SITE PREPARATION ACTIVITIES, INCLUDING PLANNING AND EXECUTION OF REQUIRED MILITARY CONSTRUCTION (MILCON) AND FACILITIES SUSTAINMENT, RESTORATION AND MODERNIZATION (FSRM) ACTIVITIES ARE COMPLETED IN ACCORDANCE WITH THE EMC2 ACQUISITION TIMELINE OBJECTIVES.
4. INTERIM POLICY FOR EMC2 (CERS AND E-LMR (SLICE)): THE MARINE CORPS WILL FIELD NEW AND/OR IMPROVED CAPABILITIES AND INFRASTRUCTURE FOR EMC2.  THESE CAPABILITIES INCLUDE ENHANCED 911 (E911), FIRE STATION ALERTING (FSA), COMPUTER AIDED DISPATCH (CAD), MOBILE DATA COMPUTERS (MDC) AND RECORDS MANAGEMENT SYSTEMS (RMS) PER REFERENCES A THROUGH M.
4.A. DOCTRINE: SIGNIFICANT ANALYSIS REVEALS GAPS IN ENTERPRISE POLICY AND DOCTRINE.  THIS MARADMIN SERVES AS THE FIRST IN A SERIES OF POLICY SOLUTIONS. A MARINE CORPS ORDER (MCO) WILL BE DRAFTED ADDRESSING ALL FACETS OF EMERGENCY MANAGEMENT COMMUNICATIONS, WITH APPENDICES FOR EOC, DISPATCH OPERATIONS, INFORMATION SHARING AND FUSION, COMMON OPERATIONAL PICTURE AND MNWS. ANTICIPATED PUBLICATION IS Q2 FY13.  SEPARATE POLICIES REGARDING E-LMR AND E-LMR (SLICE) WILL BE DEVELOPED AND DISSEMINATED.  THE NEW EMC2 MCO WILL BE SYNCHRONIZED WITH EXISTING POLICIES AND PROCEDURES (E.G., THE LAW ENFORCEMENT MANUAL).
4.B. ORGANIZATION: PER REFERENCES G THROUGH I, ALL INSTALLATIONS ARE REQUIRED TO CONSOLIDATE EMERGENCY DISPATCH OPERATIONS. SPECIFICALLY, FIRE AND EMERGENCY SERVICES (FES) AND LAW ENFORCEMENT (LE) DISPATCH OPERATIONS WILL OCCUR AT A CENTRALIZED FACILITY, WITH THE GOAL OF CROSS TRAINED OPERATORS TO HANDLE REQUESTS FOR SERVICE REGARDLESS OF TYPE OR METHOD.
4.B.1. REGIONALIZATION: REGIONALIZATION OF CERS CAPABILITY WILL NOT BE CONSIDERED UNLESS THE REGIONAL COMMANDER RECEIVES ENDORSEMENT FROM THE EMC2 OVERSIGHT COUNCIL VIA THEIR CHAIN OF COMMAND.  WHILE GENERALLY CONSIDERED A COST SAVINGS EFFORT, PLANS FOR REGIONALIZATION DO NOT ALLOW THE ENTERPRISE TO ATTAIN IMPLEMENTATION OF E911 CAPABILITY IN THE PRESCRIBED TIMEFRAME IN REFERENCES A, B AND G.
4.C. TRAINING: TRAINING STANDARDS ARE OUTLINED IN THE CERS CAPABILITY PRODUCTION DOCUMENT (CPD).  THE CPD IS AVAILABLE FROM THE POCS.  THESE TRAINING STANDARDS COMPLY WITH FEDERAL AND DOD STANDARDS AND ARE BASED ON BEST PRACTICES FOUND IN INDUSTRY AND STATE TRAINING.  A DETAILED TRAINING PLAN IS UNDER DEVELOPMENT AND WILL BE PUBLISHED UNDER SEPCOR.
4.C.1. DC PPO WILL WORK WITH TECOM TO ASCERTAIN AVAILABILITY, THROUGHPUT AND DELIVERY OF INSTITUTIONAL, SUSTAINMENT AND FORMAL SCHOOL TRAINING FOR CERS.
4.C.2. MARCORSYSCOM IS RESPONSIBLE FOR DELIVERY OF INSTRUCTOR AND KEY PERSONNEL TRAINING, NEW EQUIPMENT AND NEW CAPABILITY TRAINING VIA ITS EMERGENCY RESPONSE SYSTEM (ERS) PRODUCT TEAM WITHIN THE INFORMATION SYSTEMS AND INFRASTRUCTURE PROGRAM OFFICE.  BEST EFFORTS TO LEVERAGE THESE TRAINING CONCEPTS TO SUPPORT THE ESTABLISHMENT OF INSTITUTIONAL AND SUSTAINMENT TRAINING WILL OCCUR.
4.D. MANPOWER: CURRENTLY, UNDER MANPOWER CONSTRAINTS, NO ADDITIONAL CIVILIAN MANPOWER STRUCTURE IS ANTICIPATED.  DISPATCH MODERNIZATION IS NOT INTENDED TO REDUCE MANPOWER NUMBERS, BUT WILL INCREASE EFFICIENCY.  THOSE INSTALLATIONS UTILIZING CONTRACT PERSONNEL TO FILL MANPOWER GAPS WILL CONTINUE TO DO SO AND SHOULD WORK THROUGH THE NORMAL PROCESSES TO RETAIN THE CAPABILITY OF CONTRACT DISPATCHERS AND FUNDING ASSOCIATED.
4.E. LOGISTICS: INSTALLATIONS SHALL COORDINATE WITH THEIR REGIONAL COMMANDS AND DC IL/MCICOM WHO WILL THEN COORDINATE WITH THE MCSC PROGRAM OFFICE PRIOR TO MAKING LOCAL PROCUREMENT OF CERS RELATED TECHNOLOGY TO AVOID REPLICATING COSTS.  ALL CERS-RELATED PROCUREMENTS WILL INCLUDE MCSC IN THE INFORMATION TECHNOLOGY PROCUREMENT REQUEST SYSTEM (ITPRAS) APPROVAL CHAIN.  LOCAL PROCUREMENT EFFORTS THAT ARE NOT COORDINATED AND APPROVED FOLLOWING THE AFOREMENTIONED PROCESS WILL NEGATE ANY FUTURE SUPPORT OR SUSTAINMENT FROM THE MCSC PROGRAM OFFICE, PROPONENT, AND ADVOCATE.  MAINTENANCE, SUSTAINMENT, INFORMATION ASSURANCE AND ACCREDITATION ACTIONS WILL BE THE RESPONSIBILITY OF THE INSTALLATION FOR ANY ITEMS PROCURED LOCALLY.
4.E.1. FIELDING OF THE CERS CAPABILITY WILL BE IN ACCORDANCE WITH REFERENCE H, UNLESS THAT FIELDING LIST IS ADJUSTED BY FUTURE EMC2 OVERSIGHT COUNCIL DECISION.  BUSINESS RULES WILL BE DEVELOPED TO ADDRESS TECHNOLOGY FAILURES THAT OCCUR PRIOR TO PLANNED FIELDING.  FIELDING FOR CERS CAPABILITIES OUTLINED IN REF J WILL OCCUR IN TWO ITERATIONS. THE FIRST IS THE E911 CAPABILITY IN ACCORDANCE WITH SECDEF TIMEFRAMES.  E911 FIELDING WILL ALSO INCLUDE THE DEVELOPMENT OF A MASTER STREET ADDRESSING GUIDE (MSAG) TO PROVIDE NUMBER IDENTIFICATION AND LOCATION INFORMATION.  THE REMAINDER OF CERS CAPABILITIES (CAD, RMS, FSA, ETC) WILL OCCUR IN ACCORDANCE WITH REF H.
4.E.2. MCICOM HAS RESPONSIBILITY FOR ACCOUNTABILITY OF CLASS II (REAL PROPERTY) AND CLASS III (EQUIPMENT) FIELDED AS PART OF THE EMC2 ACQUISITION.  ADDITIONAL GUIDANCE ON ACCOUNTABILITY WILL BE PROMULGATED BY MCICOM AS REQUIRED.
4.F. PERSONNEL: DC PPO HAS ENGAGED DEPUTY COMMANDANT MANPOWER AND RESERVE AFFAIRS (DC, MRA) TO FACILITATE LABOR RELATIONS.  NO POLICY IDENTIFIED IN THIS MARADMIN IS INTENDED TO SUPERSEDE EMPLOYEES' AND MANAGEMENT RIGHTS TO COLLECTIVE BARGAINING PROCEDURES. AS CHANGES TO WORK CONDITIONS, JOB FUNCTIONS AND TRAINING REQUIREMENTS MATURE, LABOR RELATIONS WILL BE INFORMED, AND AMPLE TRANSITION PLANS WILL BE DEVELOPED.
4.G. FACILITIES.  SITE PREPARATION FOR E-LMR (SLICE) INFRASTRUCTURE WILL OCCUR CONCURRENTLY WITH E911 AND CERS INFRASTRUCTURE ENHANCEMENTS.  TOWERS AND INFRASTRUCTURE SUPPORTING CERS HAS BEEN IDENTIFIED AND NECESSARY ENHANCEMENTS ARE WORKING THROUGH ESTABLISHED MILITARY CONSTRUCTION PROCESSES FOR RESOLUTION.  AN INTEGRATED PRODUCT TEAM FOCUSED ON FACILITIES MATTERS MEETS REGULARLY.  REGIONS AND INSTALLATIONS SHOULD CONTACT THE POCS OF THIS MESSAGE TO RAISE CONCERNS AND OR TO OBTAIN INFORMATION ON FACILITY SPECIFIC MATTERS (I.E., MILCON AND FSRM SUPPORT TO FIELDING OF EMC2 CAPABILITIES).
5. ACTION.
5.A. BY THE END OF FY-13, MCICOM WILL PUBLISH POLICY FOR THE IMPLEMENTATION OF A STREET ADDRESSING AND NAMING STANDARD.  THIS STANDARD SUPPORTS THE MAINTENANCE OF MASTER STREET ADDRESS GUIDE (MSAG) FOR DISPATCH CENTERS ON USMC INSTALLATIONS AND CIVILIAN CENTERS THAT MAY RECEIVE E911 CALLS.  THIS ALSO FACILITATES EFFICIENCIES IN THE ACQUISITION, FIELDING AND SUSTAINMENT OF THE CERS CAPABILITY.
5.B. MCICOM WILL FACILITATE COMPLETION OF A CERS PRE-FIELDING CHECKLISTS BY ALL IMPACTED INSTALLATIONS, INCLUDING TECOM COMMANDED INSTALLATIONS, ON BEHALF OF THE MARCORSYSCOM PROGRAM MANAGER. MCICOM REGIONAL COMMANDERS SHALL EXPEDITE THE COMPLETION OF THE PRE-FIELDING CHECKLISTS BY THEIR ASSIGNED INSTALLATIONS, WHEN TASKED, AND SHALL USE THE CHECKLIST TO GAUGE PREPAREDNESS LEVEL OF EACH INSTALLATION FOR RECEIVING THE CERS CAPABILITY.  SIGNIFICANT GAPS IDENTIFIED DURING THE COMPLETION OF THE CERS PRE-FIELDING CHECKLISTS THAT WOULD NEGATIVELY IMPACT THE FIELDING OF CERS AT ANY INSTALLATION MUST BE IDENTIFIED VIA THE CHAIN OF COMMAND TO THE POCS OF THIS MESSAGE.
5.C. ALL INSTALLATIONS RECEIVING THE CERS CAPABILITY AS PART OF THIS ACQUISITION SHALL DESIGNATE A SINGLE POINT OF CONTACT WITH RESPONSIBILITY FOR ALL ISSUES RELATED TO CERS AND EMERGENCY DISPATCH OPERATIONS.  THIS POC WILL BE RESPONSIBLE AT THE ACTION OFFICER LEVEL FOR INTERACTION, THROUGH THEIR CHAIN OF COMMAND, TO MARCORSYSCOM PROGRAM MANAGER AND THE HQMC ADVOCATES FOR PROTECTION (DC, PPO) AND INSTALLATIONS (DC, IL) RELATED TO CERS.  POC INFORMATION FOR THE DESIGNATED PARTY WILL BE COLLECTED DURING THE COMPLETION OF THE CERS PRE-FIELDING CHECKLIST REFERENCED IN PARA 5.B.
5.D. INSTALLATIONS SHALL IDENTIFY PERSONNEL PERFORMING EMERGENCY DISPATCHING WHO HAVE NOT COMPLETED TRAINING SUPPORTIVE OF STANDARDS DESCRIBED IN THE CERS CPD AND SHOULD BEGIN TO INCORPORATE TRAINING FOR THOSE DEFICIENT VIA INDIVIDUAL TRAINING PLANS UNTIL ADDITIONAL GUIDANCE IS PROVIDED.
