DETERMINED COMMITMENT 04

Operational Rehearsal

To fulfil its mission and a key task of ensuring continued compliance with military aspects of the General Framework Agreement for Peace in Bosnia and Herzegovina, SFOR conducts regular operational rehearsals, including regular training in the deployment and operation of its Reserve Forces.

NATO has designed a reserve forces concept based on three pillars, the Tactical Reserve, the Operational Reserve and the Strategic Reserve Forces. Tactical Reserve Forces are stationed in the Area of Responsibilities of SFOR and KFOR integrated into the present force structure, and are available 24 hours a day. The Operational Reserve Forces consist of four units provided by Germany, Italy, the United Kingdom and the United States of America. In case of a necessity these units can be activated by the order of the Joint Force Commander. The Strategic Reserve Forces are made up by Argentina, France, Italy, Romania and the United States of America and are activated by the Commander of the NATO Supreme Allied Command Europe.

These Reserve Forces are called 'Over The Horizon Forces' (OTHF) and the name given to the regular, pre-scheduled OTHF operational rehearsal in the Region is Determined Commitment 04 (DC04).

The 'Over The Horizon Forces' are multi-national, professional forces with a wide range of military capabilities, able to deal with any military contingency. DC04 takes place between 11 October and 06 November 2004. During DC04 a NATO Strategic Reserve Force from Romania will be deployed to Bosnia and Herzegovina with 155 troops to take part in operations and training activities.

This event is not related to any fears of instability, nor to any current events or real-world developments.

Through the demonstration of OTHF capabilities DC04 will be a major contribution to sustained peace and stability in the Region.
