CARTER SUPPORTS BILL TO PREVENT VOTER FRAUD

Washington, DC, Sep 20, 2006 - Today, U.S. Congressman John Carter (TX-31) voted in favor of a House-passed bill that will help prevent voter fraud and ensure that only eligible voters cast ballots, the Federal Election Integrity Act of 2006.

“The right to vote is one of the greatest duties and privileges granted to Americans,” Congressman Carter said. “It is important that we preserve the integrity of elections and protect against voter fraud. Requiring photo IDs at the polls ensures that only eligible individuals are casting votes. I am pleased to have voted for this commonsense reform that has garnered the support of a majority of voters.”

A recent NBC/Wall Street Journal poll demonstrated that 81 percent of the people surveyed expressed support for requiring a photo ID at the polls. Further, the bipartisan commission headed by Former President Jimmy Carter and Former Secretary of State James Baker on Federal Election Reform recommended we require identification at the polls.

H.R. 4844, the Federal Election Integrity Act, will require voters to present photo identification at polling places, beginning in 2008. Effective 2008, voters who arrive at polling stations without the required identification will be given a provisional ballot and 48 hours to present a qualifying ID. Also effective 2008, people voting by mail must include a photocopy of photo ID.

Further, the act requires states to provide the necessary photo identification free of charge to individuals who cannot afford to pay for it, and authorizes funds to reimburse states for the cost of these programs.
