Overview


AVC’s Office of Chemical and Biological Weapons Affairs (AVC/CBW) serves as the lead office within the Department of State to promote the global bans on chemical weapons as embodied in the Chemical Weapons Convention (CWC).

AVC/CBW also implements efforts to impede and roll back the threat of chemical and biological weapons and to dissuade and impede states and entities from pursuing, using and/or proliferating these weapons and related equipment and technology.

The Office further serves as the lead within the Department for addressing the verification, compliance, and related enforcement aspects of existing and prospective arms control, nonproliferation, and disarmament agreements and commitments involving chemical and biological weapons to include the attribution of use in suspicious biological outbreaks throughout the world.

AVC/CBW participates in international negotiations and consultations related to these aspects of such arms control, nonproliferation, and disarmament agreements and commitments, as well as in preparing verifiability assessments in these areas of arms control, nonproliferation, and disarmament agreements.
