In 2007, Congress passed Public Law 110-53, Implementing Recommendations of the 9/11 Commission Act of 2007 (“9/11 Commission Act”). Section 803 of the Act requires certain federal law enforcement agencies, including the Department of Defense (DoD), to appoint a senior official to advise on civil liberties and meet certain statutory requirements. In an Office of the Secretary of Defense memorandum, the Department of Defense Civil Liberties Officer emphasized the importance of protecting civil liberties by stating, “DoD protects the civil liberties of DoD personnel and the public to the greatest extent possible, given our operational requirements.” Protection of civil liberties extends to all customers of TMA.
