Meet Lisa Barclay, J.D., Chief of Staff

Lisa Barclay, J.D.Lisa Barclay, J.D., is the Chief of the Staff for the U.S. Food and Drug Administration (FDA) within the Department of Health and Human Services (HHS).  In that capacity, she provides integrated policy analysis and strategic consultation to the Commissioner and senior FDA officials on significant agency issues and programs; provides leadership, coordination and management of the Commissioner’s priority policies and issues; and serves as the agency’s principal liaison with HHS.

Immediately prior to joining the FDA, Ms. Barclay was a partner at Zuckerman Spaeder LLP, a law firm based in Washington, D.C.  While at Zuckerman Spaeder, she represented a range of clients on food and medical product issues in litigation and provided counsel on regulatory matters.  In doing so, Ms. Barclay drew from her experience working in the Office of Policy at FDA from 1995-2001.

At Zuckerman Spaeder, Ms. Barclay also regularly advised lawyers and law firms on matters involving professional ethics requirements and compliance, confidentiality, fee disputes, partner departures, and law firm break-ups.  She also spoke on ethics issues at numerous seminars for lawyers and law firms and was an Adjunct Professor at Georgetown University Law Center in the Spring of 2011.

Prior to joining Zuckerman Spaeder LLP, Ms. Barclay clerked for Senior Judge William B. Bryant, U.S. District Court for the District of Columbia, and she practiced civil litigation in the Washington D.C. office of Weil, Gotshal & Manges, LLP.
