Long Description: Partnering is a mutual commitment between government and industry to work together as a team with continuous, timely, and open communication among all parties. By working together toward a common goal, the partners can be more efficient and cost effective in working to provide the best products and services to military users. Although the terms ''partnering'' and ''partnership'' are frequently used interchangeably, partnering should be distinguished from the legal concept of a partnership. Partnerships involve joint ownership of a business for profit or establishment of a separate legal entity.
