GENTEXT/REMARKS/1.  EFFECTIVE 1 OCTOBER 2012, THIS MCBUL IMPLEMENTS THE ISSUANCE OF THE FY13 SMCR EAB AND MGIB-SR KICKER IAW REF A.  THE BONUS AMOUNT IS (DOLLAR SIGN) 15,000 FOR CORPORALS AND SERGEANTS.  STAFF SERGEANT SELECTS MAY BE ELIGIBLE FOR A (DOLLAR SIGN) 20,000 INCENTIVE RELEASED VIA SEPARATE CORRESPONDANCE.  STAFF SERGEANTS AND STAFF SERGEANT SELECTS ARE ELIGIBLE FOR THE MGIB-SR KICKER.
2.  THIS IS A TWO SECTION MESSAGE.  THE FIRST SECTION ADDRESSES THE EAB.  THE SECOND SECTION ADDRESSES THE MGIB-SR.  SECTION I, EAB:
3.  ADMINISTRATIVE GUIDANCE FOR THE EAB.
    A.  PRIOR SERVICE RECRUITERS (PSR) WILL SUBMIT INCENTIVE REQUESTS TO CMC (RCT) FOR INDIVIDUAL READY RESERVE (IRR) AND IMA MARINES SUCCESSFULLY COMPLETING A 3 YEAR IMA TOUR.  UNIT CAREER PLANNER (CP) WILL SUBMIT THE REQUEST FOR MARINES THAT ARE CURRENT MEMBERS OF THE SMCR UNIT.  RESERVE TRANSITION COORDINATORS (RTC) OR ACTIVE COMPONENT CAREER PLANNERS WILL SUBMIT RETRAINING REQUESTS FOR ACTIVE COMPONENT MARINES APPLYING FOR DIRECT AFFILIATION.  PAYMENT OF THIS INCENTIVE IS A FIVE-STEP PROCESS INVOLVING A WRITTEN AGREEMENT VALIDATION BY CMC (RIT), ISSUANCE OF A BONUS CONTROL NUMBER (BCN) BY CMC (RIT),  ROUTINE DIARY ENTRY BY GAINING UNIT, NOTIFICATION FROM UNIT TO MFR, AND APPROPRIATE UNIT DIARY ENTRIES REPORTED BY MFR G-1 (MANDATORY DRILL START/STOP DATE ADJUSTMENT (MDSD), BONUS PEF CODE, AND APPLICABLE BONUS ENTRY).
    B.  ALL REQUESTS MUST BE SUBMITTED VIA TOTAL FORCE RETENTION SYSTEM (TFRS) TO CMC (RCT).
    C.  A SIGNED WRITTEN AGREEMENT MUST BE SUBMITTED WITH THE TFRS REQUEST PRIOR TO ISSUANCE OF A BONUS.
        (1) A WRITTEN AGREEMENT CAN BE RETRIEVED BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL.  IN THE SEARCH BOX, ENTER KEYWORD "EAB".  SELECT "SMCR EAB" THEN SELECT "SMCR EAB WRITTEN AGREEMENT."
        (2) A VALIDATED WRITTEN AGREEMENT WILL CONTAIN ALL UNIT INFORMATION, BIC INFORMATION AND ALL APPROPRIATE SIGNATURES.  IF AGREEMENT IS MISSING ANY REQUIRED DATA IT WILL BE RETURNED TO THE APPROPRIATE UNIT FOR CORRECTIVE ACTION.
    D.  CMC(RIT) WILL RETURN THE BONUS DISPOSITION (APPROVAL/DISSAPPROVAL) WITHIN THE REMARKS SECTION OF THE TFRS REQUEST.  CMC(RCT) WILL UTILIZE TFRS TO RETURN THE REQUEST BACK TO THE ORIGINATOR (CP/PSR).  THE BCN WILL BE OMITTED FROM THE WRITTEN AGREEMENT UNTIL CONFIRMATION BY MARFORRES G-1 THAT ALL ADMINISTRATIVE ACTIONS ARE COMPLETE.
    E.  THE UNIT'S ADMIN SECTION IS RESPONSIBLE FOR INFORMING MFR G-1 VIA THEIR ORGANIZATIONAL MAIL BOX AT MFR(UNDERSCORE)MANPOWER@USMC.MIL ONCE ALL RELM REQUIRED UNIT DIARY ACTIONS HAVE BEEN REPORTED VIA MCTFS.  PAYMENT IS CONTINGENT UPON CONFIRMATION BY MFR G-1 THAT UNIT HAS COMPLETED ALL REQUIRED REPORTING ACTIONS.
    F.  CMC(RIT) WILL FORWARD THE VALIDATED WRITTEN AGREEMENT TO MFR G-1 VIA THEIR ORGANIZATIONAL MAIL BOX AT MFR(UNDERSCORE)MANPOWER@USMC.MIL FOR FURTHER PROCESSING.  MFR G-1 WILL PROCESS THE REQUIRED MANDATORY DRILL START/STOP DATE  ADJUSTMENT (MDSD), BONUS PEF CODE, AND APPLICABLE BONUS ENTRY.
    G.  MFR G-1 WILL FORWARD A COPY OF THE VALIDATED AGREEMENT TO THE MEMBER'S UNIT UPON REPORTING AND POSTING OF ALL REQUIRED UNIT DIARY ACTION.
    H.  THE APPROVED WRITTEN AGREEMENT SHALL BE FILED ON THE  DOCUMENT SIDE OF THE MARINE'S SERVICE RECORD BOOK.
    I.  CORPORALS WILL NOT CONTRACTUALLY OBLIGATE BEYOND 10 SATISFACTORY YEARS.  SERGEANTS WILL NOT CONTRACTUALLY OBLIGATE BEYOND 14 SATISFACTORY YEARS OF SERVICE.  UNDER NO CIRCUMSTANCES WILL AN INDIVIDUAL BE AUTHORIZED TO OBLIGATE FOR A PERIOD LESS THAN THREE YEARS.
    J.  NOTIFY CMC (RCT) VIA ITS SECTION MAILBOX, SMB-RIT@USMC.MIL, IF MARINES ASSIGNED A BCN FAIL TO EXECUTE BONUS WITHIN 90 DAYS OF TFRS APPROVAL OR BY 27 SEP 2013 WHICHEVER IS EARLIEST.
    K.  MARINES WHO FAIL TO EXECUTE BONUS WITHIN THE 90-DAY LIMIT OR BY 27 SEPTEMBER 2013 WHICHEVER IS EARLIER, FORFEIT THEIR INCENTIVE APPROVAL.
    L.  WAIVER REQUEST MUST BE ATTACHED TO THE TFRS REQUEST AT THE TIME OF SUBMISSION.  WAIVER REQUESTS SUBMITTED FROM PSR'S WILL BE ROUTED TO RESERVE AFFAIRS (RA) VIA MCRC OPS G-3.  WAIVER REQUESTS FROM CP'S WILL BE ROUTED WITH A FAVORABLE BATTALION COMMANDER  ENDORSEMENT TO RA VIA MFR G-1 (MANPOWER).
4.  ELIGIBILITY REQUIREMENTS:
    A.  BE RECRUITED BY A PSR TO AFFILIATE WITH AN SMCR UNIT FOR A MINIMUM OF THREE YEARS TO FILL A CMC (RAP) VALIDATED BILLET ELIGIBLE FOR THE EAB INCENTIVE COMMENSURATE WITH EXACT MATCH FOR GRADE AND PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) OR NECESSARY MOS (NMOS) OR
    B.  IF A CURRENT MEMBER OF AN SMCR UNIT AGREES TO REMAIN AFFILIATED FOR A MINIMUM OF THREE YEARS TO FILL A CMC (RAP) VALIDATED BILLET ELIGIBLE FOR THE EAB INCENTIVE COMMENSURATE WITH EXACT MATCH FOR GRADE AND PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) OR NECESSARY MOS (NMOS).
    C.  MUST HAVE AT LEAST 36 MONTHS IN THE SMCR OR BE ELIGIBLE TO REENLIST OR EXTEND IN ORDER TO HAVE A TOTAL OF 36 MONTHS OF CONTRACTUAL TIME.
    D.  THE UNIT THE MARINE DESIRES TO AFFILIATE WITH IS NOT SCHEDULED TO BE DISESTABLISHED OR PLACED IN A CADRE STATUS WITHIN 3 YEARS OF THE DATE OF AFFILIATION.
    E.  MARINES MAY NOT HAVE MORE THAN 16 TOTAL YEARS OF MILITARY SERVICE ON THE DATE OF AFFILIATION (USE THE PAY ENTRY BASE DATE TO CALCULATE TOTAL MILITARY SERVICE).
    F.  CORPORALS MUST HAVE LESS THAN 7 SATISFACTORY YEARS OF SERVICE UPON THE DATE OF AFFILIATION OR AGREEMENT TO REMAIN AFFILIATED.
    G.  SERGEANTS MUST HAVE LESS THAN 11 SATISFACTORY YEARS OF SERVICE UPON THE DATE OF AFFILIATION OR AGREEMENT TO REMAIN AFFILIATED.
    H.  STAFF SERGEANT SELECTS ARE NOT ELIGIBLE.
    I.  RETROACTIVE BONUSES WILL NOT BE ISSUED.
    J.  ELIGIBILITY REQUIREMENTS WILL NOT BE WAIVED.
    K.  MARINES WHO HAVE COMPLETED 2 YEARS OF A 3-YEAR EAB OR REB OBLIGATION MAY BE ELIGIBLE FOR A NEW EAB; HOWEVER, THEY MUST REENLIST FOR THE TOTAL MONTHS REQUIRED FOR BOTH OBLIGATIONS.  FOR EXAMPLE, A SERGEANT WITH 1 YEAR REMAINING ON THE ORIGINAL EAB OR REB OBLIGATION MUST REENLIST FOR A TOTAL OF 4 YEARS WITH AN ADDITIONAL (NON-CONCURRENT) 3 YEAR DRILLING OBLIGATION TO BE  ELIGIBLE FOR THE EAB.
    L.  MARINES RECRUITED BY A PSR:
        (1) BE A PRIOR SERVICE MARINE (ACTIVE COMPONENT/ACTIVE RESERVE) DISCHARGED UNDER HONORABLE CONDITIONS AND AFFILIATE WITH THE SMCR WITH LESS THAN A 3-YEAR BREAK IN SERVICE FROM THE ACTIVE COMPONENT/ACTIVE RESERVE PROGRAM OR;
        (2) HAVE BEEN A MEMBER OF THE SELECTED RESERVE WITH LESS THAN A 3-YEAR BREAK IN SERVICE; AND, WHILE A MEMBER OF THE SELECTED RESERVE WAS A SATISFACTORY PARTICIPANT/SEPARATED UNDER HONORABLE CONDITIONS.
        (3) IF A MEMBER OF THE IRR WITH A GREATER THAN 3-YEAR BREAK IN SERVICE FROM THE ACTIVE COMPONENT OR SELRES (AR, IMA, OR SMCR UNIT), THE MEMBER MUST HAVE GREATER THAN 50 RETIREMENT POINTS IN EACH OF THE PAST 3 YEARS.
        (4) IN THE CURRENT GRADE AND WITHIN THE SELRES (IMA, SMCR UNIT) COMPETITIVE CATEGORY HAVE NOT FAILED SELECTION TO THE NEXT HIGHER GRADE OR HAVE BEEN REDUCED IN RANK TO THEIR CURRENT GRADE.
        (5) NOT ENTITLED TO RECEIVE RETIRED OR RETAINER PAY.
        (6) AFFILIATE BETWEEN RELEASE DATE OF THIS MARADMIN AND 27 SEPTEMBER 2013.
        (7) ELIGIBLE BICS CAN BE FOUND BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL.  ALL ELIGIBLE BICS HAVE BEEN COMBINED AND ARE UPDATED AS NECESSARY.  PSRS MUST VERIFY A PUBLISHED BIC IS AN ELIGIBLE OPEN BIC THROUGH THE BIC REPORT.  BICS APPROVED FOR AN INCENTIVE ARE NOT ELIGIBLE FOR ANOTHER INCENTIVE FOR 3 YEARS UNLESS OTHERWISE INDICATED.  A MARINE MUST BE AN MOS AND GRADE MATCH FOR THE BIC REQUESTED UNLESS APPLYING FOR A BONUS UNDER THE RETRAINING PROGRAM.
    M.  MARINES CURRENTLY AFFILIATED WITH AN SMCR UNIT:
        (1) MUST HAVE A MANDATORY DRILL STOP DATE (MDSD) EXPIRING  PRIOR TO 1 OCTOBER 2013, OR BE BEYOND THEIR MDSD, OR NOT HAVE A MDSD.
        (2) AGREE TO REMAIN AFFILIATED BETWEEN 1 OCTOBER 2012 AND 5 SEPTEMBER 2013 FOR A MINIMUM OF 3 ADDITIONAL YEARS.
        (3) MARINES CURRENTLY ON THEIR INITIAL 8-YEAR MILITARY SERVICE OBLIGATION (MSO) MAY EXECUTE A REENLISTMENT FOR THIS INCENTIVE IF THEY HAVE SUCCESSFULLY COMPLETED OR ARE WITHIN ONE YEAR OF COMPLETING THEIR INITIAL DRILLING OBLIGATION IN THE SELECTED RESERVE.
        (4) SERVE IN A CMC (RAP) VALIDATED BILLET ELIGIBLE FOR THE EAB INCENTIVE COMMENSURATE WITH EXACT MATCH GRADE AND PMOS OR NMOS PER THE BILLET MILITARY OCCUPATIONAL SPECIALTY (BMOS) REQUIREMENT AND REF C.
        (5) COMPLETE THE REQUIRED PMOS OR NMOS TRAINING PER REF D.
        (6) ELIGIBLE BICS CAN BE FOUND BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL.  IN THE SEARCH BOX, ENTER KEY WORD "EAB".   SELECT "SMCR EAB BICS".
        (7) IN THE CURRENT GRADE AND WITHIN THE SELRES (IMA, SMCR UNIT) COMPETITIVE CATEGORY HAVE NOT FAILED SELECTION TO THE NEXT HIGHER GRADE OR HAVE BEEN REDUCED IN RANK TO THEIR CURRENT GRADE.
    N.  REQUESTS FOR BONUS MUST BE RECEIVED BY CMC (RCT) NLT 27 AUG 2013.  ALL APPROVED BONUSES MUST BE PAID BY 27 SEP 2013.  THIS DEADLINE IS WAIVED FOR MARINES REQUIRING RETRAINING WHO DO NOT COMPLETE TRAINING PRIOR TO THIS DATE.
    O.  MARINES IN RECEIPT OF THIS BONUS ARE REQUIRED TO WAIVE THE COMMUTING DISTANCE REQUIREMENT PER REF F.
5.  RETRAINING IN CONJUNCTION WITH THE EAB.
    A.  REQUESTS FOR ASSIGNMENT TO THE RETRAINING PROGRAM MUST BE SUBMITTED TO CMC (RCT) IN ACCORDANCE WITH REF E BY THE PSR OR CP AND BE APPROVED BY CMC (RCT) PRIOR TO THE MARINE AFFILIATING OR AGREEING TO REMAIN AFFILIATED WITH THE SMCR UNIT.
    B.  MARINES ASSIGNED TO THE RETRAINING PROGRAM MUST COMPLETE OR BE IN ATTENDANCE OF MOS TRAINING WITHIN 180 DAYS FROM THE DATE OF AFFILIATION TO REMAIN ELIGIBLE FOR THE INCENTIVE.  FAILURE TO MEET THIS DEADLINE WILL RESULT IN INELIGIBILITY FOR THIS INCENTIVE.   FURTHERMORE, A MARINE MAY BE REQUIRED TO INVOLUNTARILY TRANSFER TO THE IRR PER REF F, IF THE RETRAINING IS NOT COMPLETED WITHIN 18 MONTHS.
    C.  IF THE RETRAINING PROGRAM IS UTILIZED, PAYMENT OF THE INCENTIVE WILL NOT BE RECEIVED UNTIL MOS TRAINING IS COMPLETE.
    D.  THE TRAINING REQUIREMENTS WILL NOT BE WAIVED.
6.  OBLIGATION.
    A.  RECIPIETS OF THIS INCENTIVE WILL INCUR A 3-YEAR SERVICE OBLIGATION FROM THE DATE OF AFFILIATION WITH THE SMCR UNIT.
    B.  RECIPIENTS MUST SERVE IN A VALID BIC IN THE MOS AND THE UNIT FOR WHICH THE AFFILIATION WAS APPROVED FOR 3 YEARS.
7.  RECOUPMENT.
    A.  RECOUPMENT WILL OCCUR AT A PRORATED AMOUNT IF THE MARINE:
        (1) FAILS TO FULFILL THE OBLIGATION;
        (2) FAILS TO PARTICIPATE SATISFACTORILY;
        (3) EXECUTES A LATERAL MOVE WITHOUT PRIOR WRITTEN APPROVAL OF CMC (RAP);
        (4) EXECUTES AN INTER-UNIT TRANSFER WITHOUT PRIOR WRITTEN APPROVAL OF CMC (RAP);
        (5) TRANSFERS TO THE INDIVIDUAL READY RESERVE (IRR);
        (6) PERFORMS ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) WITH A UNIT OTHER THAN THEIR OWN FOR A PERIOD GREATER THAN 90 CUMULATIVE DAYS PER FISCAL YEAR WITHOUT PRIOR WRITTEN APPROVAL OF MARFORRES.   MARFORRES SHALL NOTIFY CMC (RCT) OF THIS WAIVER PRIOR TO THE EXECUTION OF ADOS;
        (7) AUGMENTS TO THE AC OR THE ACTIVE RESERVE PROGRAM.
        (8) BECOMES AN INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) EXCEPT AS STATED IN 7B(3) BELOW.
    B.  RECOUPMENT WILL NOT OCCUR IF THE MARINE:
        (1) IS REQUIRED TO INVOLUNTARILY TRANSFER TO THE IRR DUE TO A UNIT DEACTIVATION, REDESIGNATION, DISABILITY, OR BEING TWICE PASSED OVER FOR PROMOTION;
        (2) IS COMMISSIONED OR ACCEPTS AN APPOINTMENT IN THE SELECTED RESERVE.
        (3) JOINS THE IMA UPON UNIT DEACTIVATION OR REDESIGNATION AS A RESULT OF FORCE STRUCTURE REVIEW GROUP (FSRG) OR BASE REALIGNMENT AND CLOSURE (BRAC).
8.  SERVICE MEMBERS NOT COMPLETING THEIR THREE YEAR SERVICE OBLIGATION WITHOUT PRIOR WRITTEN APPROVAL OF CMC (RAP) SHALL BE REVIEWED BY COMMARFORRES FOR ADMINISTRATIVE SEPARATION, PER THEIR WRITTEN AGREEMENT, FROM THE MARINE CORPS.  REQUESTS FOR EARLY RELEASE OR DEFERMENT OF THE THREE YEAR SERVICE OBLIGATION SHALL BE SUBMITTED TO COMMARFORRES.  RECOUPMENT WILL STILL APPLY FOR SERVICE MEMBERS APPROVED FOR EARLY RELEASE.
9.  DUE TO FINITE INCENTIVE FUNDS, INCENTIVES WILL BE ISSUED ON A FIRST COME/FIRST SERVE BASIS.
10. THIS INCENTIVE WILL NOT BE ISSUED RETROACTIVELY.
11. THIS INCENTIVE IS NOT APPLICABLE TO IMA MARINES. SECTION II, MGIB-SR KICKER:
12. ADMINISTRATIVE GUIDANCE FOR THE MGIB-SR KICKER.
    A.  MARINES ELIGIBLE AND MEETING THE RETENTION GUIDELINES IN REF G AND THE INCENTIVE REQUIREMENTS ESTABLISHED IN REF H AND I MAY HAVE THE PSR/CP SUBMIT A REQUEST FOR A SIX-YEAR REENLISTMENT WITH AN SMCR MGIB-SR KICKER VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS).
    B.  UPON APPROVAL OF THE REENLISTMENT AND INCENTIVE REQUESTS BY CMC (RCT), A KICKER CONTROL NUMBER (KCN) WILL BE ISSUED VIA TFRS.
    C.  PRIOR TO THE MARINE REENLISTING, THE PSR/CP WILL:
        (1) OBTAIN A WRITTEN AGREEMENT BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL IN THE SEARCH BOX ENTER KEYWORD "KICKER,"  SELECT "SMCR MGIB-SR KICKER," THEN "SMCR MGIB-SR KICKER WRITTEN AGREEMENT."
        (2) HAVE THE MARINE COMPLETE AND SIGN THE WRITTEN AGREEMENT AND ATTACH IT TO A NEW DD FORM 4; REFER TO REF F FOR DISPOSITION INSTRUCTIONS FOR THE DD FORM.
    D.  UPON REENLISTMENT, THE SMCR UNIT WILL REPORT THE 6-YEAR  REENLISTMENT.
        (1) IF THE MARINE HAS A CURRENT MDSD RESIDENT IN MCTFS, THE SMCR UNIT WILL REPORT TTC 859 000 PER PAR 4-40606.3 OF REF B TO EXTEND THE MDSD.
        (2) IF THE MARINE DOES NOT HAVE A CURRENT MDSD RESIDENT IN MCTFS, THE SMCR UNIT MUST SUBMIT A REQUEST FOR ADJUSTMENT AND A SIGNED WRITTEN AGREEMENT WITH A KCN TO MARFORRES G-1 VIA THEIR ORGANIZATIONAL MAILBOX AT MFR(UNDERSCORE)MANPOWER@USMC.MIL.

    F.  NOTIFY CMC (RCT) VIA ITS SECTION MAILBOX, SMB-RIT@USMC.MIL, IF MARINES ASSIGNED A KCN FAIL TO REENLIST WITHIN 90 DAYS OR BY 27 SEP 2013 WHICHEVER IS EARLIEST.
    G.  MARINES WHO FAIL TO REENLIST WITHIN THE 90-DAY LIMIT OR BY 27 SEPTEMBER 2013 WHICHEVER IS EARLIER, FORFEIT THEIR INCENTIVE APPROVAL.
13. ELIGIBILITY CRITERIA FOR THE MGIB-SR KICKER.
    A.  HAVE A MANDATORY DRILL STOP DATE (MDSD) EXPIRING PRIOR TO 1  OCTOBER 2013 OR BE BEYOND THEIR MDSD.
    B.  REENLIST IN ACCORDANCE WITH REF G FOR A MINIMUM OF 6 YEARS BETWEEN 1 OCTOBER 2012 AND 27 SEPTEMBER 2013.
    C.  MARINES CURRENTLY ON THEIR 8-YEAR INITIAL MILITARY SERVICE OBLIGATION (MSO) MAY EXECUTE A REENLISTMENT FOR THIS INCENTIVE.
    D.  SERVE IN A CMC (RAP) VALIDATED BIC COMMENSURATE WITH EXACT MATCH GRADE, PMOS OR NMOS.
    E.  COMPLETED THE REQUIRED PMOS OR NMOS TRAINING PER REF D.
    F.  CMC (RCT) WILL CONSIDER NONSTANDARD REENLISTMENT REQUESTS FOR MARINES DESIRING A MGIB-SR KICKER.
    G.  STAFF SERGEANTS AND STAFF SERGEANTS SELECTS ARE ELIGIBLE FOR THE MGIB-SR KICKER.
14. OBLIGATION.
    A.  RECIPIENTS OF THIS INCENTIVE WILL INCUR A 6-YEAR DRILLING OBLIGATION FROM THE DATE OF REENLISTMENT.
    B.  RECIPIENTS MUST SERVE IN THE MOS AND THE SMCR UNIT FOR WHICH THE KICKER WAS APPROVED.
15. MGIB-SR KICKER INCENTIVE AMOUNT.
    A.  350 DOLLARS A MONTH, FOR UP TO 36 MONTHS OF FULL TIME EDUCATIONAL PURSUIT.
    B.  PAYMENTS MAY BE PRO-RATED FOR LESS THAN FULL TIME ENROLLMENT.
    C.  THIS INCENTIVE WILL BE IN CONJUNCTION WITH EITHER THE MGIB BASIC BENEFIT OR THE MGIB SELECTED RESERVE BENEFIT.
16. SERVICE MEMBERS NOT COMPLETING THEIR SIX YEAR SERVICE OBLIGATION WITHOUT PRIOR WRITTEN APPROVAL OF CMC (RAP)SHALL BE REVIEWED BY COMMARFORRES FOR ADMINISTRATIVE SEPARATION, PER THEIR WRITTEN AGREEMENT, FROM THE MARINE CORPS.  REQUESTS FOR EARLY RELEASE OR DEFERMENT OF THE SIX YEAR SERVICE OBLIGATION SHALL BE SUBMITTED TO COMMARFORRES.
17. ELIGIBLE UNITS AND BICS CAN BE FOUND BY CLICKING ON THE EAB LINK AS LISTED IN SECTION I PAR 4K(6).
18. CONCURRENT RECEIPT OF THE EAB AND THE MGIB-SR KICKER IS AUTHORIZED.
19. THIS INCENTIVE IS NOT APPLICABLE TO IMA MARINES.
20. DUE TO FINITE INCENTIVE FUNDS, INCENTIVES WILL BE ISSUED ON A FIRST COME/FIRST SERVE BASIS.
21. THIS INCENTIVE WILL NOT BE ISSUED RETROACTIVELY.
22. THIS BULLETIN CANCELS ON 30 SEPTEMBER 2013.
