No that is no equipment. I'm PMEL we work with electronics constantly. That is a ring. This photo is either staged or a Tsgt is failing to follow basic safety procedures.

That's definitely a ring. Live telephone circuits are 48-50VDC unless the phone is being rung when it goes to 96-100VAC with enough current to kill if you are unlucky enough to get the worst case. Even when staged it's bad practice to photograph safety violations for any other purpose than to illustrate them.

Upon close inspection what looks like a ring appears to be some kind of equipment he's holding that loops around his finger perhaps a bonding/grounding kinda thing. I'm no wire expert... anyone have an idea what it could be

This is a great photo highlighting the moment before TSgt Navarro is about to be zapped, because he has a ring on while working on a distribution frame. Safety is paramount
