TOP Beneficiaries Traveling in the United States



All TRICARE Overseas Program (TOP) beneficiaries traveling in the United States are encouraged to seek care from a U.S. Military Treatment Facility (MTF), if one is located nearby. If this is not possible, then TOP beneficiaries should seek care from a TRICARE Approved Provider in the United States.


Seeking Emergency Care While in the U.S.
Emergency care in the United States does not require a referral or authorization. In an emergency, call 911 or go to the nearest hospital emergency room. If you are admitted, you must notify your TOP Regional Call Center before leaving the facility, or within 24 hours or on the next business day to coordinate authorization, continued care, and payment.

Seeking Urgent Care While in the U.S.
Urgent care is medically necessary treatment for an illness or injury that requires professional attention within 24 hours. Examples of urgent care situations include sore throats, sprains, earaches and rising fevers.

If you are a TOP Prime beneficiary and urgent treatment cannot wait until you return home, you may contact your International SOS TOP Regional Call Center for assistance. TOP Prime enrollees may also contact their Primary Care Manager (PCM) for assistance.

If you are a TOP Prime Remote beneficiary and urgent treatment cannot wait until you return home, you contact your International SOS TOP Regional Call Center for assistance before receiving care.

For Active Duty Service Members (ADSMs), failure to receive an authorization for care that requires an authorization may result in the claim being denied. For Active Duty Family Members (ADFMs), failure to obtain an authorization may cause your care to be covered under the point-of-service (POS)* option resulting in higher out-of-pocket costs.

*POS cost-sharing does not apply to ADSMs, newborns and adoptees during their first 120 days, the first eight outpatient behavioral health care visits per fiscal year (October 1–September 30) to network providers, clinical preventive services from network providers, emergency care, or beneficiaries with OHI.

Seeking Routine Care While in the U.S.
TOP Prime beneficiaries are required to obtain a referral from their Primary Care Manager (PCM) before they leave their host nation or the TOP Regional Area where they are enrolled. If already in the United States, the beneficiary should contact their PCM where they are enrolled to request the referral.

Note: Your PCM is required to provide a referral with justification for receiving routine care while in the United States. International SOS will then issue an Authorization for the TOP Prime beneficiary to receive routine care while in the United States.

TOP Prime Remote beneficiaries should call International SOS to obtain an Authorization before they leave their host nation or the TOP Regional Area where they are enrolled. If already in the United States, the beneficiary should contact their International SOS TOP Regional Call Center (for the area where they are enrolled), using the international direct dial or stateside toll-free numbers below. International SOS will then issue an Authorization for the TOP Prime Remote beneficiary to receive routine care while in the U.S., if appropriate care is not available at the remote location.

Note: TOP Prime and TOP Prime Remote beneficiaries are encouraged to seek care from a U.S. Military Treament Facility (MTF), if one is located nearby. If this is not possible, then the beneficiary should seek care from a TRICARE Approved Provider in the United States, to ensure quality access to care and that TRICARE reimbursement rates are accepted. Please visit the following regional managed care support contractors' websites to search for an MTF or approved TRICARE provider in the United States region where you are located:


TOP Standard:
In an emergency, call 911 or go to the nearest hospital emergency room. If you seek care from a stateside TRICARE network provider, the provider files the claim with International SOS for you. If you seek care from an authorized non-network provider, expect to pay up front and file a claim with International SOS.

Save your receipt as proof of payment, and be sure to put your overseas address on the claim. Always file claims with International SOS using the mailing addresses assigned for your home region (see 'Claims Submission, Tracking & Payment' information below), not with the stateside regional managed care support contractor in the area where you are traveling. Submitting your claim to a stateside regional managed care support contractor may result in your payment being delayed.

Note: When seeking care from an overseas host nation provider or a stateside non-network provider, be prepared to pay up front for services and file a claim with International SOS for reimbursement in the overseas region where you live.
