At the invitation of Lieutenant General E.T. Motanyane, the commander of the Lesotho Defence Force (LDF), the U.S. Africa Command IG Office conducted a seminar with a select group of 18 commanders and staff officers at Ratjomose Barracks in the capital Maseru. Air Force Major John Pease and I led the seminar discussions on 14 and 15 October. Our efforts were supported by the U.S. Embassy Pretoria Office of Security Cooperation and by Mr. Motlatsi Senekane, the U.S. Embassy, Maseru Security Assistance Officer.
One of the main goals of the seminar was to assess and stimulate the institutional oversight capacity of the LDF by introducing them to our various military and civilian IG system models. To that end, we outlined the 230 year history of our IG systems and explained how it has enhanced not only the economy and efficiency of our military forces but, our federal agencies as well. Our LDF colleagues exhibited a firm grasp of the IG principles and asked probing questions about how such systems are applied to military organizations. The dialogue revealed a healthy level of enthusiasm for the notion of instituting an IG office within the LDF. Each participant received a copy of the seminar workbook and was provided additional information and references as well.
Extra emphasis was placed on how the IG Inspection function is implemented in U.S. Army organizations. Our hosts were particularly receptive and appreciative of the comprehensive presentation Major Pease gave regarding the Army's three-phase, 17 step inspection process. The LDF officers noted that while their procedures were also effective, the administrative discipline imposed by the U.S. IG model would certainly enhance the quality of their inspections. Major Pease detailed several practical information-gathering techniques for the audience and explained the importance of accurately documenting and reporting inspection findings.
As always, our hosts were gracious and attentive. They shared stories about their history and aspirations and generally made us feel very welcome. We expressed our gratitude for having the opportunity to meet with them an exchange ideas on the very important issues of oversight and accountability in all kinds of military organizations.
At the end of the seminar, the LDF Deputy Commander, Major General Samuel Makoro, and I presented each of the participants a recognition certificate during a short closing ceremony. We believe this was a successful first engagement with the rapidly developing Lesotho Defence Force Office of the Inspector General and our hosts expressed similar views in their written and verbal comments also.
