I recently had the chance to speak at the UN Peace Operations and the Law Symposium held from June 29 through July 1, 2009 in New York City, New York. This symposium was attended by senior military officers and defense officials from the United States, Canada, Australia, the United Kingdom, and other allied nations, as well as representatives from several non-government organizations (NGOs), the U.S. Department of State, USAID, the Africa Center for Strategic Studies, the International Criminal Court (ICC), and several professors from other universities and colleges.
Major General F. Andrew Turley, MA ANG, Air National Guard Assistant to the Air Force Judge Advocate General, gave the welcoming remarks. Keynote addresses were delivered by Major General Arnie Fields, U.S. Marine Corps (Ret.), Special Inspector General for Afghanistan Reconstruction (SIGAR), and the Honorable Richard J. Schmierer, Deputy Assistant Secretary of State, Bureau of Near Eastern Affairs (the former Public Affairs Officer in Baghdad, Iraq).
As the representative from U.S. Africa Command, I had the opportunity to provide an overview of the command's structure, organization, current mission, and Commander's vision. I specifically discussed the work of the U.S. Africa Command's Office of Legal Counsel (OLC).
The U.S. Africa Command OLC partners with African counterparts to support the Rule of Law and foster the role of legal institutions in militaries and related operations. Representatives of OLC work directly with African militaries and their legal representatives by providing legal familiarization and training to military leaders and future leaders on topics such as human rights and humanitarian law, military justice, international maritime law, and anti-corruption programs.
